Book excerpt: The purpose of this phenomenological study was to examine barriers to postsecondary education participation experienced by formerly incarcerated community college students (FICCSs). The overarching goal of this research was to develop a deeper understanding of barriers to postsecondary education participation experienced by FICCSs so policymakers and educators may be able to develop strategies to overcome identified barriers. This research was guided by a conceptual framework the researcher adapted from Cross’s (1981) model for barriers to adult participation in learning activities and Moore, Stuewig, and Tangney’s (2013) framework for understanding different types of stigma that may impact behaviors of stigmatized individuals. This investigation used a transcendental phenomenological design consistent with principles originally identified by Husserl (1936/1970) and further developed by Moustakas (1994) to provide rich descriptions of the experiences of 15 FICCSs in their attempts to access and persist in higher education. Findings from this study indicated that research participants experienced multiple types of institutional barriers, situational barriers, campus climate barriers, academic readiness barriers, dispositional barriers, and stigmatic barriers to postsecondary education participation. This research addressed several notable gaps in the literature related to barriers to adult participation in higher education, stigma faced by the formerly incarcerated population, and formerly incarcerated students’ experiences in higher education. This research also illuminated an urgent and emerging social issue (increasing recidivism rates) and addressed an urgent call to action (for community colleges to help reduce recidivism by supporting the inclusion and success of formerly incarcerated students).

Book excerpt: Approximately 600,000 individuals will be eventually released from the prison system and millions will be released from jails across the United States each year (Mukamal et al., 2015). Some of these individuals will make their way to a local community college to make a better life for themselves. There is a lack of student support services specifically designed for this population at the community college level. The Second Chance Program (SCP) at City College of San Francisco attempts to meet some of the unique needs of this specific student population. The SCP is designed to serve approximately 100-150 formerly incarcerated students per academic year by providing a variety of support services for academic success (Completion of a certificate, Associates degree, and/or transfer to a four-year university). The purpose of this qualitative study was to describe the impact the Second Chance Program had on six participants. These participants expressed academic goals for attending City College of San Francisco. I also engaged these participants in reflecting on the components of professional practice aimed at enhancing student support services to formerly incarcerated students at the community college level. This study uses a participatory action research method guided by Friere’s emancipatory philosophy and literacy campaign for farm workers in Brazil to assess the impact (if any) of the SCP in supporting the participants as they were pursuing their academic goals. I engaged the participants in two sets of individual dialogues. The first set of dialogues was to identify common themes across their experiences using SCP services. I specifically asked them to link challenges, barriers, and successes to their backgrounds of incarceration. The intent of the second set of dialogues was to elaborate on common themes identified in the first dialog and to critically reflect on their experiences at SCP with the intent of suggesting improvements in support services specifically designed for formerly incarcerated students at City College of San Francisco. These six individual accounts of SCP experiences identified the following common themes that they connected to their backgrounds that led to significant and protracted involvement with the criminal justice system. Theme One: The affects of dehumanization from the prison system. The participants linked this theme to experiencing physical and mental abuse in the prison, which caused fear, anger, and negative feelings, which sometimes manifested in negative behaviors. It was important for the participants to reconcile some of these issues through their participation in the SCP. Theme Two: Feelings of low-self esteem and self-worth. The participants connected this theme with the lack of preparation to successfully live once released from justice system and the importance of participating in different components of the SCP to feel a sense of community and to increase their self-worth to assist in completing their academic goals.

Each year more than 700,000 inmates are released from prison and re-enter their communities. The majority of released prisoners lack the necessary education, work experience, and life skills to successfully reintegrate back into society. One alternative to the retributive model of justice used in the United States is a restorative justice strategy. A restorative approach to prisoner reintegration seeks to re-establish community support and acceptance for criminal offenders in order to allow them to become beneficial members of society. The literature on prisoner re-entry and reintegration suggests that the formerly incarcerated are more apt to successfully re-enter society when they attain education and employment, and maintain familial and community associations. Presently, there is a lack of knowledge about what the formerly incarcerated experience after they are released from prison and participate in post-secondary education. The central research question for this qualitative multi-case study was: What effect, if any, has participation in higher education for the formerly incarcerated had on their experiences of reintegration back into their communities? The study further examined the barriers to higher education encountered, the social and human capital attained, and former prisoners' own experiences during both incarceration and post-incarceration higher education. Six participants were invited to tell their life stories in order to make meaning of their experiences as both prisoners and as higher education students. One of the life stories was an auto-ethnographic account of the researcher's own experience as both a former inmate and, presently, a doctoral candidate. Qualitative interviews were used to collect data from the other participants. Life-story and phenomenological methods were employed to collect and analyze these data. A cross-case analysis was conducted to compare and contrast the individual cases. Findings indicate that participating in higher education had a positive impact on the reintegration experience of those formerly incarcerated individuals that participated in the study. The participant's life-stories suggest that higher education played an important role in restoring and creating relationships within the community, and enhanced their human and social capital.

Restrictive Welfare-to- Work policies, a lack of resources, and the effects of race and gender may be impacting their educational goals. There is a gap in the literature regarding TANF/CalWORKs students and their academic barriers. To address this gap, focus groups and individual interviews of 20 CalWORKs students from a community college were conducted. The research questions were: 1. What barriers to academic success did female, single parent TANF/ CalWORKs students experience in community college? 2. What strategies did female, single parent TANF/CalWORKs students use to contend with the barriers? Using a continuous comparison method, five themes emerged: (a) Mental Health Erosion, (b) Perceptions of Support, (c) A Failing System: Welfare-to-Work, (d) Finding Support, and (e) Taking Back Control. Findings indicated participants first developed protective strategies such as "don't ask," for any support, and "don't tell" anyone about receiving public assistance. Later, participants demonstrated an adaptive model to surviving college. The students also worked to create a college identity. Future studies might review: (a) assessments offered by the Department of Social Services and colleges regarding academic needs or readiness of these students, and (b) knowledge and use of resources by these students. Progressive Welfare-to-Work policies could support TANF/CalWORKs students to reach their academic endeavors, thus improving their employability and indirectly reducing recidivism
