Analysing inclusive development in Bangladesh, the authors present it as synonymous with improving the well-being of all individuals in a comprehensive manner along with upholding the principles of equity and justice. The book shows that the multidimensionality of inclusive development facilitates the participation of all in society in development through enhancing capabilities and ensuring equal opportunities. The analysis highlights social investments in specific concerns of the marginalised and disadvantaged groups and unequal structural forces that compel the state to remain biased towards the rich and consequent ‘elite capture’ of the state in Bangladesh. Arguing that Bangladesh has moved closer towards applying the inclusive development tenets in policy making, the book’s findings show that the challenge is the absence of any generic formula to ensure that the country is moving towards a more inclusive development path. Book excerpt: In general, the effectiveness of microfinance-driven poverty-alleviation programs run by Government Organizations (GOs) and Non-Government Organizations (NGOs) in developing countries, such as Bangladesh, is assessed by repayment rates, the number of beneficiaries, the area coverage, the amount of loans disbursed, the cost of operations, profitability, and the financial sustainability of the projects. This study argues that these methods are quite restrictive since none of them reflect the perceptions of poor people concerning the effectiveness of such projects. Development agencies such as GOs and NGOs have never been compared on the basis of service delivery effectiveness (a process-based comparison); nor have they ever been compared on the basis of their relative contribution to raising the living standards of the poor (an outcome-based comparison). Both types of comparison are crucial to poverty reduction. The main reason behind the absence of such comparisons is the unavailability of the appropriate parameters that could be used for such analysis. For the process-based comparison, this study develops and validates a two-dimensional multi-item service delivery effectiveness scale through construct, convergent, discriminant and nomological validity. The scale captures different aspects of effectiveness in the delivery of services. These aspects are termed the ‘credibility dimension’ and the ‘focus towards beneficiaries dimension’ of service delivery in poverty-alleviation programs. For the output-based comparison, this study also develops and validates a ‘multidimensional poverty model’ to compare the effectiveness of GOs and NGOs in contributing to the economic, social, political, and cultural elements in the lives of the poor. The methodology is based on 930 samples collected from 12 districts and 107 randomly chosen villages in Bangladesh during September–December 2009.

The volumes provide records for period 1948 to 1971 and chronologically elucidate the trajectory of the various movements and political struggles that led to the formation of an independent nation state called People's Republic of Bangladesh. These include the 1952 Bengali Language Movement that catalyzed the assertion of Bengali national identity in the region and became a forerunner to Bengali nationalist movements. Bangabandhu Sheikh Mujibur Rahman led the struggle for independence, first through massive populist and civil disobedience movements and later during the Bangladesh Liberation War. Important events cited in the present volumes include the 1954 United Front election victory, 1966 Six Point Movement, 1968 Agartala Conspiracy Case, 1969 mass uprising, 1970 election victory and 1971 Non-Cooperation Movement among others. These are the first ever declassified documents released by the Government of Bangladesh and will serve as an invaluable historical resource in understanding the liberation of Bangladesh. This fourth volume holds records for the period 1954-1957. Events included are as follows: WCR; the extracts & proceedings from various public meetings; grounds of detentions; a trip to Karachi to meet Pakistan’s Law Minister; Sheikh Mujibur Rahman’s decision to observe 25th May as ‘The Food Day’; criticism on the failure of Central & Provincial Govt.; the Hunger rally in Chittagong; the presentation of the report at the East Pakistan Awami League’s council session as the General Secretary; an appeal to the President Iskandar Mirza to investigate the food crisis and the resignation of Sheikh Mujibur Rahman from the cabinet portfolio of commerce and industry & other incidents.

The authors suggest that the concentration of land in the hands of a rural elite is the principal impediment to the participation of weaker sections of the peasantry in economic progress. Tracing the failure of local attempts to change Bangladesh's agrarian structure by legislative means, they outline a modified program for rural development that is linked to agrarian reform. Agrarian reform, Drs. Jannuzi and Peach argue, is the prerequisite for a rural development strategy that provides for both economic growth and improved income distribution; thus, approaches to rural development in Bangladesh that place reliance on new agricultural technology without first changing the institutions that determine peoples' relationships to the land are not viable. The authors' policy recommendations, grounded in new data on the relative proportions of owners of land, sharecroppers, and the landless, are supplemented by a theoretical analysis of the institution of sharecropping and detailed field work methodology.
