Progress in social outcomes in Bangladesh is inspiring other countries, but deep challenges persist as the pace of poverty reduction slows down. Bangladesh labor market is dominated by low-productivity and informality. Urbanization also has important consequences for social protection spending and design. Bangladesh is ranked as the most vulnerable country in the world to climate related shocks. Social protection in Bangladesh has been evolving since the 1970s, through innovation and experimentation. The core issue in Bangladesh, more than the overall resources devoted to social protection, seems to be around how well these resources are deployed. This public expenditure review focuses on four aspects of quality of spending, which together point to elements that could be reformed to increase the overall impact of the resources devoted to this sector. The first key question is whether these important resources are allocated in a manner that focuses on the issues they are meant to address (discussed in Chapter 2). The second set of questions relate to whether the program themselves are designed to be impactful, that whether they are reaching the intended beneficiaries in a manner that's adequate or commensurate with their needs (discussed in Chapter 3). A third set of issues relate to whether the processes used to prioritize, budget and finance these programs are efficient (discussed in chapter 4). Finally, the last elements essential to the overall effectiveness of the social protection expenditure is the efficiency in the delivery of the programs to their beneficiaries, from the central to the local level (discussed in chapter 5).

Bangladesh, currently a lower-middle country with an annual per capita gross national income (GNI) of USD 1,470 (WDI 2019), aims to attain upper-middle income status by 2021 and eliminate poverty by 2030. Recognizing the importance of investing in education for building its human capital base, the government of Bangladesh (GoB) has been allocating a large portion of the national budget to the education sector each year during the past two decades. Effective utilization and equitable distribution of allocated public spending is important for ensuring adequate progress in education outcomes. This report analyzes major spending and outcomes trends in the overall education sector in recent years, with a focus on primary and secondary education. Responding to the recommendation of the 2015 Bangladesh Public Expenditure Review Update for more analytical work on public spending in different sectors, including education, the current study analyzes the trends in major education expenditures, access to education, quality of education, and disparities in education outcomes in the past two decades. It also looks at the composition of education expenditure, consistency between budget allocations and actual expenditures, equity in education spending, and potential links between spending and key educational outcomes. Because of data limitations, this report focuses mainly on primary and secondary education. It is expected that this analysis will add to the literature on investments in the Bangladesh education sector and inform discussions on identifying policy priorities and making resource allocation decisions in the sector.

It has achieved steady economic growth of over 5.5 percent annually (over 6 percent on average since 2004), maintained relatively low inflation and stable levels of domestic debt. More remarkable have been its achievements in reducing income poverty and improving social indicators, such as life expectancy, fertility control, child mortality, literacy and enrollment rates, which, in many cases, exceed other countries in the region and outside. In addition to standard expenditure policy analysis typically associated with Public Expenditure Reviews (PERs), this study combines an assessment of key institutional elements that are likely to affect budget outcomes with political economy analysis of the budget institutions, in order to discover the underlying reasons behind the existing equilibrium. While the Public Expenditure and Institutional Review (PEIR) does not include a description of the technical aspects of Public Financial Management (PFM) institutions, it makes use of the numerous studies that exist in this area to illustrate their effect on incentives. This approach is motivated by Bangladesh's long journey of 14 years towards reforming PFM systems, which is yet to result in a fundamental break with past practices of input-oriented incremental budgeting and relatively weak expenditure controls, especially at the sector-specific level. This requires different thinking and an approach aimed at addressing the incentive structure of those who can influence more fundamental reforms in PFM.

The paper finds that fiscal aggregates are particularly sensitive to shocks to commodity prices and exchange rates. Other factors that could affect fiscal aggregates are the unfunded pension system and the limited institutional capacity.
