The Baltimore Book is both a history of "the other Baltimore" and a tour guide to places in the city that are important to labor, African American, and women's history. The book grew out of a popular local bus tour conducted by public historians, the People's History Tour of Baltimore, that began in 1982. This book records and adds sites to that tour; provides maps, photographs, and contemporary documents; and includes interviews with some of the uncelebrated people whose experiences as Baltimoreans reflect more about the city than Francis Scott Key ever did.The tour begins at the B&O Railroad Station at Camden Yards, site of the railroad strike of 1877, moves on to Hampden-Woodbury, the mid-19th century cotton textile industry's company town, and stops on the way to visit Evergreen House and to hear the narratives of ex-slaves. We travel to Old West Baltimore, the late 19th-century center of commerce and culture for the African American community; Fells Point; Sparrows Point; the suburbs; Federal Hill; and Baltimore's "renaissance" at Harborplace. Interviews with community activists, civil rights workers, Catholic Workers, and labor union organizers bring color and passion to this historical tour. Specific labor struggles, class and race relations, and the contributions of women to Baltimore's development are emphasized at each stop. At the end of the nineteenth century, the Pennsylvania Railroad was the largest privately owned business corporation in the world. In 1914, the PRR employed more than two hundred thousand people—more than double the number of soldiers in the United States Army. As the self-proclaimed "Standard Railroad of the World," this colossal corporate body underwrote American industrial expansion and shaped the economic, political, and social environment of the United States. In turn, the PRR was fundamentally shaped by the American landscape, adapting to geography as well as shifts in competitive economics and public policy. Albert J. Churella's masterful account, certain to become the authoritative history of the Pennsylvania Railroad, illuminates broad themes in American history, from the development of managerial practices and labor relations to the relationship between business and government to advances in technology and transportation. Churella situates exhaustive archival research on the Pennsylvania Railroad within the social, economic, and technological changes of nineteenth- and twentieth-century America, chronicling the epic history of the PRR intertwined with that of a developing nation. This first volume opens with the development of the Main Line of Public Works, devised by Pennsylvanians in the 1820s to compete with the Erie Canal. Though a public rather than a private enterprise, the Main Line foreshadowed the establishment of the Pennsylvania Railroad in 1846. Over the next decades, as the nation weathered the Civil War, industrial expansion, and labor unrest, the PRR expanded despite competition with rival railroads and disputes with such figures as Andrew Carnegie and John D. Rockefeller. The dawn of the twentieth century brought a measure of stability to the railroad industry, enabling the creation of such architectural monuments as Pennsylvania Station in New York City. The volume closes at the threshold of American involvement in World War I, as the strategies that PRR executives had perfected in previous decades proved less effective at guiding the company through increasingly tumultuous economic and political waters.

Book excerpt: John Pendleton Kennedy (1795--1870) achieved a multidimensional career as a successful novelist, historian, and politician. He published widely and represented his district in the Maryland legislature before being elected to Congress several times and serving as secretary of the navy during the Fillmore administration. He devoted much of his life to the American Whig party and campaigned zealously for Henry Clay during his multiple runs for president. His friends in literary circles included Charles Dickens, Washington Irving and Edgar Allan Poe. According to biographer Andrew Black, scholars from various fields have never completely captured this broadly talented antebellum figure, with literary critics ignoring Kennedy's political work, historians overlooking his literary achievements, and neither exploring their close interrelationship. In fact, Black argues, literature and politics were inseparable for Kennedy, as his literary productions were infused with the principles and beliefs that coalesced into the Whig party in the 1830s and led to its victory over Jacksonian Democrats the following decade. Black's comprehensive biography amends this fractured scholarship, employing Kennedy's published work and other writing to investigate the culture of the Whig party itself. Using Kennedy's best-known novel, the enigmatic Swallow Barn, or, A Sojourn in the Old Dominion (1832), Black illustrates how the author grappled unsuccessfully with race and slavery. The novel's unstable narrative and dissonant content reflect the fatal indecisiveness both of its author and his party in dealing with these volatile issues. Black further argues that it was precisely this failure that caused the political collapse of the Whigs and paved the way for the Civil War.

They have probed its philosophical foundations and the structure of its institutions, but their studies reveal little about those who really wielded power in the formative years of the republic. Employing a sophisticated research design, Whitman Ridgway examines the changing leadership patterns in four diverse communities in Maryland from 1790 to 1840. The results indicate clearly the need to study the American democratic process at the local level. Ridgway selected Baltimore City, Frederick, St. Marys, and Talbot counties -- representing the underlying economic and cultural diversity of one political culture, Maryland -- to evaluate who governed, how these patterns differed from one community to another, and how such patterns changed over time. The research design defines the scope of the study. Ridgway uses the decisional method of analysis, determining who actually made decisions, in order to identify the political leaders. His extensive research in manuscript and newspaper collections, tax and census data, and religious and geneological records gathered information on some 1,300 persons. This study of community power illuminates facets of a democratic society which perplexed Alexis de Tocqueville over a century ago. Ridgway demonstrates that, despite the expansion of popular participation in political affairs, the influence of the wealthy continued to be significant. He shows also how leaders without benefit of wealth or social ties to the oligarchies were able to enter community decision making. In a more modern context, this important book adds to the literature in several ways. Its greatest contribution is methological -- no longer can historians talk about power relationships without studying them directly. The work also compares two important periods, the first and second party eras, normally treated in isolation; and through this comparison it reveals much about democracy, egalitarianism, and power.
