Book excerpt: The aim of this thesis is to explore how 'balkanization' underpins policies of the EU and NATO towards the (Western) Balkans. As a discourse which mediates between the Euro-Atlantic processes of the (Western) Balkans as foreign policy on one hand and the identity of the (Western) Balkans on the other, 'balkanization' constructs a disintegrated (Western) Balkan 'other' who stands juxtapositionally to the Western 'self'. By asking the central question - How does 'balkanization' shape the Euro-Atlantic processes of the (Western) Balkans, and vice versa? - this thesis expands on an understanding of EU and NATO policies towards the (Western) Balkans as shaping and being shaped by ideas of 'selves' and 'others'. This dissertation relies on a poststructuralist theory and method of identity and foreign policy for bringing out the empirical complexity of identity construction. It presents with an analysis of texts from the West and the (Western) Balkans. Though the main period under study covers post-Yugoslav events from (North) Macedonia's independence in 1991 to its change of name in 2018, the discourse is traced genealogically back to its World War I roots, showing in this way how current Euro-Atlantic processes are underpinned by older articulations of identity. The analysis focuses on two (Western) Balkan countries: (North) Macedonia and Serbia. This dissertation shows how EU and NATO policies towards the (Western) Balkans being underpinned by 'balkanization' have emerged from and led to the constant reinvention of the unity of the West through 'balkanizing' the (Western) Balkans. The study further illustrates how this dynamic is maintained by and instrumentalized for the political elites. It argues that the Euro-Atlantic processes of the (Western) Balkans though seemingly aimed at uprooting them from their shameful past into a brighter future within the EU and NATO, instead trap the (Western) Balkans into old articulations of their identity as 'balkanized' for this serves the united West and the political elites.

Focusing on the post‐socialist world, it goes beyond ethnicity and elite agency to bring the role of class and the state into discussions of third wave democracies. Offering an in‐depth study of four post‐Yugoslav cases and relying on extensive field work, it examines how civil society, state structures and elite agency influence the trajectories of Croatia, North Macedonia, Serbia and Slovenia after the end of socialism. The analysis also considers the impact of the European Union on domestic conditions. The author argues that no single factor explains the occurrence of democracy. It is instead the result of the combination of an autonomous civil society, a non‐captured state and ruling elites willing to implement democratic reforms. Concomitant with this, the analysis provides evidence that the only sufficient condition for the occurrence of democracy is non‐captured state structures. State capacity, therefore, plays a central role in democratisation. This book will be of interest to scholars and students of Eastern Europe, Southeastern Europe, the EU and democratisation, as well as to policymakers and nongovernmental organisations.

Book excerpt: Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

Countries, cities and regions are ever increasingly voicing the desire for independence and balkanization from the nation or union they are a part of. This monograph generally maps the historical and theoretical emergence of balkanization, as well its more recent spread into fields as far ranging as law, medicine, data and security studies, sociology, architecture and the urban. The spatialization of balkanization is particularly addressed in terms of destruction and renewal through a detailed sociopolitical interrogation of architecture and the urban, including their changing symbolic, ideological and functional forms. The spatial connections between balkanization, violent remaking (destruction and renewal) and global politics have predominantly been analyzed via the former Yugoslav context and the Balkans, however, spotlight has also been directed to the current political climate of the UK, Australia and the Anglo-Saxon geopolitics. The analysis helps in understanding broader emergent patterns of sociospatial polarization across various scales, and in respect to global geoeconomic and geopolitical restructuring. This is particularly important because drawing connections between balkanization, economics, law, media and technology is to gain an awareness of - and engagement with - the emerging implications of spatial remaking and global politics.
