It is making an evolutionary leap to a new method of design that is being called synthetic instruments. This new method promises to be the most significant advance in electronic test and instrumentation since the introduction of automated test equipment (ATE). The switch to synthetic instruments is beginning now, and it will profoundly affect all test and measurement equipment that will be developed in the future. Synthetic instruments are like ordinary instruments in that they are specific to a particular measurement or test. They might be a voltmeter that measures voltage, or a spectrum analyzer that measures spectra. The key, defining difference is this: synthetic instruments are implemented purely in software that runs on general purpose, non-specific measurement hardware with a high speed A/D and D/A at its core. In a synthetic instrument, the software is specific; the hardware is generic. Therefore, the "personality" of a synthetic instrument can be changed in an instant. A voltmeter may be a spectrum analyzer a few seconds later, and then become a power meter, or network analyzer, or oscilloscope. Totally different instruments are implemented on the same hardware and can be switched back and forth in the blink of an eye. Book excerpt: The idea of preparing an Energies Special Issue on “Structural Prognostics and Health Management in Power & Energy Systems” is to compile information on the recent advances in structural prognostics and health management (SPHM). Continued improvements on SPHM have been made possible through advanced signature analysis, performance degradation assessment, as well as accurate modeling of failure mechanisms by introducing advanced mathematical approaches/tools. Through combining deterministic and probabilistic modeling techniques, research on SPHM can provide assurance for new structures at a design stage and ensure construction integrity at a fabrication phase. Specifically, power and energy system failures occur under multiple sources of uncertainty/variability resulting from load variations in usage, material properties, geometry variations within tolerances, and other uncontrolled variations. Thus, advanced methods and applications for theoretical, numerical, and experimental contributions that address these issues on SPHM are desired and expected, which attempt to prevent overdesign and unnecessary inspection and provide tools to enable a balance between safety and economy to be achieved. This Special Issue has attracted submissions from China, USA, Portugal, and Italy. A total of 26 submissions were received and 11 articles finally published.

The Grid paradigm (or, more generally, the Service Oriented Architecture -- SOA), viewed as a tool for the integration of distributed resources, plays a significant role, not only to manage computational aspects, but increasingly as an aggregator of measurement instrumentation and pervasive large-scale data acquisition platforms. In this context, the functionality of a SOA allows managing, maintaining and exploiting heterogeneous instrumentation and acquisition devices in a unified way, by providing standardized interfaces and common working environments to their users, but the peculiar aspects of dealing with real instruments of widely different categories may add new functional requirements to this scenario. On the other hand, the growing transport capacity of core and access networks allows data transfer at unprecedented speed, but new challenges arise from wireless access, wireless sensor networks, and the traversal of heterogeneous network domains. The book focuses on all aspects related to the effective exploitation of remote instrumentation and to the building complex virtual laboratories on top of real devices and infrastructures.
