In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. The US needs to understand the challenges and risks to this vital relationship, which is growing in importance, and take steps to manage it. On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. This book consists of chapters exploring US and Australian perspectives of the Indo-Pacific, the evolution of Australia-US strategic and defence cooperation, and the future of the relationship. I was very fortunate to graduate among its extremely capable, sporty and enthusiastic "class of '68" from where several academic geographers emerged. Equally fortunately, some of them and their predecessors had already blazed a trail to undertake graduate studies in Canada. At the University of British Columbia I was supervised at different times by Julian Minghi and Victor Prescott, both of whom are not only extremely capable academics but are also very fine people. lowe an enormous debt to John, Julian and Victor and to the British and Canadian taxpayers who provided financial support for my University studies. In 1974, I began an academic career at the University of Western Australia where I have been ever since, save for a two-year period from 1991-3 as Professor of Australian Studies in the Department of International Relations at the University of Tokyo. Viewing Australia and the Asia-Pacific region from this different perspective within an extremely supportive Japanese environment had a profound impact. I am especially grateful for the support provided by so many Japanese academic colleagues and friends beginning as early as 1976. Book excerpt: Security Strategies of Middle Powers in the Asia Pacific examines what drives the different regional security strategies of four middle powers in the Asia Pacific: Australia, Indonesia, South Korea and Malaysia. Drawing on the extant middle power literature, the authors argue that the regional security strategies of middle powers could take two forms, namely, functional or normative. A functional strategy means that the middle power targets its resources to address a specific problem that it has a high level of interest in, while a normative strategy refers to a focus on promoting general behavioural standards and confidence building at the multilateral level. This book argues that whether a middle power ultimately employs a more functional or normative regional security strategy depends on its resource availability and strategic environment.

The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. Regional states must account for a more powerful potential adversary in China, and China has become more ambitious in its efforts to control its surroundings. Historical baggage has only aggravated the situation as China believes it is reclaiming its rightful place after a time of weakness and mistreatment, and other Asia-Pacific countries remember all too well their encounter with Chinese conflict and domination. Through a careful consideration of historical factors and raw data, Denny Roy examines the benefits and consequences of a more politically, economically, and militarily potent China. Since China's intended sphere of influence encroaches on the autonomy of regional states, its attempts to increase its own security have weakened the security of its neighbors. Nevertheless, there is little incentive for Beijing to change a status quo that is mostly good for China, and the PRC thrives through its participation in the global economy and multilateral institutions. Even so, Beijing remains extremely sensitive to challenges to the Chinese Communist Party's legitimacy and believes it is entitled to exercise influence on its periphery. On these issues, nationalism trumps any reluctance to upset the international system. Diplomatic disputes regarding the islands in the South China Sea, as well as controversial relations with North Korea, continue to undermine Chinese promises of positive behavior. Roy's study reveals the dynamics defining this volatile region, in which governments pursue China as an economic partner yet fear Beijing's power to set the rules of engagement.
