Debates have been heated and scholars accused of bringing forward stereotypical beliefs about women as the “fair” sex. Policy proposals for bringing more women to office have been criticized for promoting unrealistic quick-fix solutions to deeply rooted problems. This edited volume advances the knowledge surrounding the link between gender and corruption by including studies where the historical roots of corruption are linked to gender and by contextualizing the exploration of relationships, for example by distinguishing between democracies versus authoritarian states and between the electoral arena versus the administrative branch of government—the bureaucracy. Taken together, the chapters display nuances and fine-grained understandings. The book highlights that gender equality processes, rather than the exclusionary categories of “women” and “men”, should be at the forefront of analysis, and that developments strengthening the position of women vis-à-vis men affect the quality of government.

Even the most democratic countries constantly face the threat of corruption and the consequences of it at the polls. Why are some governments more corrupt than others, even after considering cultural, social, and political characteristics? In Clarity of Responsibility, Accountability, and Corruption, the authors argue that clarity of responsibility is critical for reducing corruption in democracies. The authors provide a number of empirical tests of this argument, including a cross-national time-series statistical analysis to show that the higher the level of clarity the lower the perceived corruption levels. Using survey and experimental data, the authors show that clarity causes voters to punish incumbents for corruption. Preliminary tests further indicate that elites respond to these electoral incentives and are more likely to combat corruption when clarity is high.

The publication examines the evolution and relevance of the key international instruments, and emphasises the importance of evidence-based policy making. Janet Hiebert reviews the limits on interest groups adopted in 1974 and amended in 1983, profiles the groups involved int he 1988 federal election, and discusses relevant legislation and jurisprudence in the provinces and abroad. She concludes that spending limits for parties and candidates will only be effective if there are also restrictions on independent expenditures during elections by groups and individuals. Brian Tanguay and Barry Kay assess the influence attributed to locally oriented interest groups, including by members of Parliament, and conclude that these organizations have less influence on the political process than is the popular view. The authors conclude that dissatisfaction is a key variable explaining the role of these interest groups and their activities during elections.
