Book excerpt: The study described in this report was undertaken to provide a qualitative portrait of current attitudes toward the use of both official languages in the federal public service. The study involved executive interviews, focus groups, and on-line chat & bulletin-board sessions. Results are first presented with regard to knowledge of official languages policies, attitudes toward those policies, impact of policies on careers, policy implementation, the importance of those policies in each department, the quality of bilingual services provided, and the language used at work. The report then analyzes the findings to illustrate how the official languages policy is affected by geography, demographics, linguistic abilities, & other variables. A copy of the survey questionnaire is appended. Findings are also analyzed by specific location or region, & by type of participant attitude. The final sections propose broad changes & strategies as well as more specific changes to establish a more equitable use of official languages in the public service.

The study involved telephone interviews of a sample of public servants stratified by the language requirement of the position, by region, by first official language, and by size of employer. Results are first presented to give linguistic profiles of the public service and of the working environment. This is followed by results related to knowledge of official languages policies and attitudes toward those policies, including whether they are fair, the importance of those policies in each department, and the quality of bilingual services provided. A copy of the survey questionnaire is appended.
