The principal audience for this publication is Army commanders and staffs. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should refer to applicable joint or multinational doctrine concerning joint or multinational planning. Trainers and educators throughout the Army will also use this publication as a guide for instructing ADM. Recognizing and solving problems is essential. Faced with unfamiliar or ambiguous situations, commanders and staffs may feel overwhelmed by uncertainty. This is where Army design methodology (ADM) can help. By first framing an operational environment and associated problems, ADM enables commanders and staffs to think about the situation before developing ways to solve those problems. Based on this understanding, commanders and staffs are better equipped to develop approaches to overcome identified problems. ADM helps commanders and staffs with understanding, visualizing, and describing operations and it is an aid to conceptual planning. During operations, ADM supports organizational learning as the command adapts to changing circumstances. The potential benefits for using ADM include: - Enhanced dialogue between commanders, staffs, and unified action partners. - Greater understanding of an operational environment. - Deeper understanding of problems and their causes. - Shared understanding of the operation's purpose. - Shared visualization of the conduct of an operation. - Enhanced guidance to drive detailed planning. - Expanded role of the assessment process. This publication contains six chapters and two appendices.

Book excerpt: This book examines the newly emergent field of military design thinking, how it has been developed inside and outside of military doctrine, and the paradigms that underlie its key thinkers and methodologies. From the emergence of its initial methodologies in the late 1990s, military design thinking’s development rapidly accelerated in the mid-2000s in response to perceived failures of existing military doctrine and practice to adapt to the wars of the early 21st century. To establish a foundation for exploring the significance of the challenge military design thinking presented to dominant approaches to warfare, the early chapters in the book examine the ontology and epistemology of military doctrine, which is defined as a written expression of a military’s institutional belief system regarding how to wage war. They also explain how attempts to incorporate military design thinking into doctrine ultimately led to its assimilation into this belief system, requiring military design thinkers to continue to explore and develop the field outside of doctrine. Since the mid-2010s, non-doctrinal military design methodologies have become increasingly prominent within several Western militaries, including the US, Canada, UK, Australia, and several European militaries. Later chapters offer an exploration of the paradigms underlying non-doctrinal as well as doctrinal design methodologies. This book highlights how the field has evolved, shows how military design thinking differs from its ‘civilian’ equivalents developed in fields such as commerce and business management, and discusses how it may evolve in the near future. Depending on the mission, time available, ongoing operations, and standard operating procedures (SOPs), units may develop techniques for abbreviated information collection planning to meet the commander's needs. The information presented is descriptive, not prescriptive or restrictive. However, it describes the optimal process. This manual complies with Doctrine 2015 guidelines. Chapter 1 discusses information collection and its tasks-planning requirements and assessing collection, task and direct collection, and execute collection-across the echelons and the vital role of the commander and staff. It also addresses the linkage between planning requirements and assessing collection, the military decisionmaking process (MDMP), intelligence preparation of the battlefield (IPB), and targeting. Chapter 2 describes how the commander provides the staff with inputs necessary to perform planning requirements and assessing collection and how the staff develops their respective running estimates, requests for information, and requirements. It also outlines the functions of planning requirements and assessing collection. Chapter 3 discusses the development of requirements-the identification, prioritization, and refining of gaps in data and relevant information-and knowledge concerning the operational environment that must be resolved for the commander to achieve situational understanding. Chapter 4 describes the development of planning requirements tools. These tools, developed by the intelligence staff, begin the process of synchronizing the information collection plan with the scheme of maneuver and are updated as the scheme of maneuver changes. Chapter 5 discusses assessing the information collection plan, providing feedback to information collection assets, and retasking of assets. Chapter 6 discusses the process of updating planning requirements tools and updating or revising the information collection plan to remain synchronized with operations. Chapter 7 discusses the considerations for planning requirements and assessing collection when conducting offensive, defensive, and stability tasks. Chapter 8 discusses the considerations for planning requirements and assessing collection for urban, mountain and cold weather, jungle, and desert environments. Appendix A discusses joint, national, and multinational intelligence, surveillance, and reconnaissance (ISR) planning considerations. Appendix B provides tactics, techniques, and procedures for requesting aerial collection.

Book excerpt: Assessment is the continuous cycle whereby assessors observe and evaluate the everchanging operational environment to inform decisions about the future and make operations more effective than those of the past. Done properly, assessment enables a shared understanding between relevant stakeholders and decision makers, ensuring unity of effort and purpose. Successful assessment integration into the operations process gives commanders a means to proactively identify and adjust to emerging opportunities and risks to mission accomplishment. Timely recognition of opportunities and risks affords commanders a distinct advantage by possibly catching the enemy off balance and rapidly ending a battle; refocusing joint force capabilities to minimize disruption; or hastening accomplishment of objectives, conditions, and end states. Conversely, missed opportunities and risks result in protracted engagements, higher casualties, increased potential for tactical defeat, and operational and strategic setback. Of the three major military operational functions described in joint doctrine (plan, execute, and assess), doctrine associated with assessment is the least described and understood. Military organizations exert extensive effort planning and executing operations yet devote comparatively little effort in developing a structured method to identify indicators of success or lack of progress. Recent military operations experienced significant challenges conducting operation assessment. Few documented assessment successes exist, with those successes achieved only after much effort and revision. A lack of doctrine providing guidance and discussion of the practical activity necessary to integrate assessment into the operations process was a contributing factor to this lack of success. Complex, ill structured, and adaptive operating environments quickly overwhelmed existing assessment doctrine, leaving units struggling to achieve situational understanding and inform decision-making. Hybrid threats and non-nationstate actor proliferation, in the current operational environment, virtually ensures continued assessment difficulty in the future. Chapter I clarifies disparate assessment terms of reference to enable effective communication. Chapter II discusses assessment, defines operation assessment, discusses considerations for organizing a headquarters to conduct assessment, and suggests roles and responsibilities for commanders and staff officers in operation assessment. Chapter III describes an assessment framework that is adaptable to any missionspecific need. The discussion centers on how assessors might organize and compartmentalize the operational environment, analyze data, and communicate the assessment to a decision maker. The chapter concludes with four examples illustrating assessment framework adaptations from recent operations. Chapter IV describes prerequisites for effective assessment planning, and suggests a three-step procedure to guide it. This chapter concludes with an example of an assessment plan and a corresponding example of an assessment annex to an operations order. Chapter V associates assessment activity with appropriate operations and planning process activity, and describes the best practice for integrating assessment into the operations process and the commander's decision cycle. Appendix A describes considerations for developing effective measures, and discusses the iterative nature of measuring and the importance of applying professional military judgment to identify trends. This appendix suggests proven measures for consideration during assessment plan development and offers procedures for developing each. Appendix B describes ill structured and complex adaptive systems in the operational environment. It discusses the implications of complexity for operation assessment and offers suggestions for adapting the assessment framework in ill structured and complex adaptive operational environments.
