Prior to implementation of this final rule, all vessels issued an HMS Charter/Headboat permit could be categorized as commercial fishing vessels and could be subject to United States Coast Guard (USCG) commercial fishing vessel safety requirements regardless of whether the permit holder engages or intends to engage in commercial fishing. Under this final rule, HMS Charter/Headboat permit holders will be prohibited from selling Atlantic tunas, swordfish, or sharks unless they obtain a commercial sale endorsement for their permit. This final rule will clarify which HMS Charter/Headboat permitted vessels are properly categorized as commercial fishing vessels for purposes of USCG safety requirements. This action is administrative in nature and will not affect fishing practices or result in any significant environmental effects or economic impacts. The purpose of this final action is to facilitate enhanced communication with HMS vessels at sea, provide HMS fishery participants with an additional means of sending and receiving information at sea, ensure that HMS VMS units are consistent with the current VMS technology and type approval requirements that apply to newly installed units, and to provide NMFS enforcement with additional information describing gear onboard and target species. The Gulf of Mexico is an open and dynamic marine ecosystem rich in natural resources but heavily impacted by human activities, including agricultural, industrial, commercial and coastal development. The Gulf of Mexico has been continuously exposed to petroleum hydrocarbons for millions of years from natural oil and gas seeps on the sea floor, and more recently from oil drilling and production activities located in the water near and far from shore. Major accidental oil spills in the Gulf are infrequent; two of the most significant include the Ixtoc I blowout in the Bay of Campeche in 1979 and the Deepwater Horizon Oil Spill in 2010. Unfortunately, baseline assessments of the status of habitats and biota in the Gulf of Mexico before these spills either were not available, or the data had not been systematically compiled in a way that would help scientists assess the potential short-term and long-term effects of such events. This 2-volume series compiles and summarizes thousands of data sets showing the status of habitats and biota in the Gulf of Mexico before the Deepwater Horizon Oil Spill. Volume 2 covers historical data on commercial and recreational fisheries, with an analysis of marketing trends and drivers; ecology, populations and risks to birds, sea turtles and marine mammals in the Gulf; and diseases and mortalities of fish and other animals that inhabit the Gulf of Mexico.

Book excerpt: The National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration (NOAA) is responsible for collecting information on marine recreational angling. It does so principally through the Marine Recreational Information Program (MRIP), a survey program that consists of an in-person survey at fishing access sites and a mail survey, in addition to other complementary or alternative surveys. Data collected from anglers through MRIP supply fisheries managers with essential information for assessing fish stocks. In 2006, the National Research Council provided an evaluation of MRIP's predecessor, the Marine Recreational Fisheries Statistics Survey (MRFSS). That review, Review of Recreational Fisheries Survey Methods, presented conclusions and recommendations in six categories: sampling issues; statistical estimation issues; human dimensions; program management and support; communication and outreach; and general recommendations. After spending nearly a decade addressing the recommendations, NMFS requested another evaluation of its modified survey program (MRIP). This report, the result of that evaluation, serves as a 10-year progress report. It recognizes the progress that NMFS has made, including major improvements in the statistical soundness of its survey designs, and also highlights some remaining challenges and provides recommendations for addressing them.

For some species these large groups may be the only form of reproduction, the high fish numbers briefly giving a false impression of stability and abundance—an ‘illusion of plenty’. They are often a focus for intensive seasonal fishing because of their predictability and because many important commercial fishes form them. Highly vulnerable to overexploitation, many aggregations and their associated fisheries, have disappeared or are in decline. Few are effectively managed or incorporated into protected areas. Aggregations are not well understood by fishery scientists, managers and conservationists and their significance little appreciated by fishers or the wider public. To ensure their persistence to replenish important fisheries in coral ecosystems, maintain their ecosystem function and continue to delight divers, a significant change in perspective is needed to foster protection and management.
