Book excerpt: This paper highlights the problems with conventional urban freight transport systems and the potential for small-scale, last mile urban delivery systems, with a contextual focus on Athens, Georgia. As the world's population increases and cities densify, congested urban spaces become an area of concern. City logistics must be analyzed and improved to solve the problem of urban traffic congestion, carbon dioxide emissions, noise pollution, and safety in urban centers. A feasibility study is conducted to determine if Athens is suitable for a small-scale urban delivery system, and if so, what that model might look like. The feasibility study, in addition to case studies and research into city ordinances, regulations, and emerging last-mile delivery vehicles, governs the scope of the results. The end goal is to develop a framework for a small-scale urban freight transportation system, propose appropriate policy changes and initiatives, and design a model system for last-mile deliveries to be implemented in downtown Athens, Georgia. This research and framework can be extended to the greater downtown area and aid the University of Georgia campus in downsizing their delivery systems on campus.

Indeed, when city officials propose slashing service or raising fares, it is these riders who are often the first to appear at that officials' door demanding their "right" to more service. Rights in Transit starts from the presumption that such riders are justified. For those who lack other means of mobility, transit is a lifeline. It offers access to many of the entitlements we take as essential: food, employment, and democratic public life itself. While accepting transit as a right, this book also suggests that there remains a desperate need to think critically, both about what is meant by a right and about the types of rights at issue when public transportation is threatened. Drawing on a detailed case study of the various struggles that have come to define public transportation in California's East Bay, Rights in Transit offers a direct challenge to contemporary scholarship on transportation equity. Rather than focusing on civil rights alone, Rights in Transit argues for engaging the more radical notion of the right to the city.
