Others need to overcome significant obstacles.

Book excerpt: The essays gathered in this collection examine the involvement of self-governing sub-national and regional actors in the law and policy-making of the European Union. State power is today exercised in the context of the complex institutional environment of the EU. But what of regions and sub-national actors? Are their interests adequately represented; can they advance them or can they,at least, protect them from unwitting or calculated damage? This book surveys the broad questions of law and political science and investigates the contribution of the EU's Committee of the Regions and also 'bottom-up' initiatives launched by the regions themselves. Given that much regional autonomy has been hard won, one would suppose that the centralising influence flowing from the EU's intrusion into the domestic settlement would be treated with extreme caution by the regions. Moreover, among the Member States there is great diversity in the patterns of political organisation adopted to cope with the tension between the centralisation of power and respect for local autonomy. Case studies including Spain, Germany and Finland reveal that there is no single consistent historical narrative. States change, as the UK's recent experience illustrates. The book offers findings that are interesting at a general level in investigating patterns of multi-level governance, but is also rich in case-specific information.

Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. The focus of the study is on processes of region-building. Co-operation between regions across national borders is seen as a creative process, and as something that has to be nurtured and guided. The authors recognised the need for a work which examined issues crossing Nordic borders and made the information more publicly accessible, emerging within evolving discussions of regional governance, cross-border collaborations and Nordic co-operation. The editors have featured three forms of contributions: a series of regional case studies, collations of data on sub-national governments and relating these sub-national factors to debates on Nordic co-operation and European integration. Authors with specialist regional knowledge examine these processes in detail, through case studies which represent the most important of this type of Nordic area and provide a view of what may constitute 'success' in such ventures. The authors also discuss what such processes may signify for general Nordic co-operation against the backdrop of European integration and seek to indicate what Nordic regions may bring to European regionalism. Such a discussion is of particular interest since the EU acquired a new Nordic dimension when Sweden and Finland joined. Contributors’ articles focus on areas including the Kvarken Council, the ARKO co-operation, the internationalisation of Finnish and Norwegian local government and the Øresund region. The collaboration was published in English in order to better contribute to discussions on cross-border interaction more widely, particularly in the case of Europe.

Book excerpt: This book places Eurasia in its entirety within a single explanatory framework and examines, for the first time to that extent, Russia as a Eurasian energy power in its affairs with the two main geopolitical players of the region, the EU and China. Part of this geopolitical space is the Former Soviet Union (FSU) region which shares deep historical-political ties with Russia and constitutes the necessary crossing for the latter’s natural gas supplies en route to the EU market.In this way, an energy triangle is established, with Russia at the top angle, the EU in the left angle, China in the right angle and the FSU region the median.Following the scheme, three bipolar relationships emerge, Russia-FSU region, Russia-EU and Russia-China, with each of them representing a different type of bilateral cooperation. In the first case there is an asymmetric relationship with one actor being overly powerful, in terms of energy, to impose its conditions, economic and political, on the other. In the second case there is a symmetric relationship with both actors having equal means of pressure at their disposal. Finally, in the third case there is balanced relationship with both actors trading on an equal basis. Within this framework, one of the dominant theoretical debates in the field of International Relations, that between Neorealism and Neoliberal Institutionalism (the so-called ‘Neo-Neo’ debate) seeks to shed light on the governing rationale beyond Putin’s Russia foreign energy policy vis-à-vis the FSU region, the EU and China.
