Book excerpt: In recent years, the scale of environmental hazards has been growing, emergencies occur more often at special facilities, in particular nuclear power, the largest of which was the accident at the Chernobyl nuclear power plant in Ukraine on April 26, 1986. With the advent of nuclear power, it was believed that nuclear power reactors were safe enough, control and monitoring systems, protective screens and trained personnel would guarantee their trouble-free operation. There is also a trend now that nuclear power is "environmentally friendly" because it provides a reduction in greenhouse gas emissions with replacing power plants working on fossil fuels. Some countries, such as the United States, have recently classified nuclear energy as a renewable energy source. Despite this, nuclear power is potentially dangerous due to: - possible accidents at power plants, accompanied by the ejection of radioactive materials into the environment; - ejections of about 250 radioactive isotopes into the environment as a result of the operation of nuclear reactors; - emissions of 85Kr, which changes the electrical conductivity of the atmosphere. This gas behaves like a greenhouse gas in the atmosphere, thereby contributing to anthropogenic climate change on Earth; - pollution of the biosphere with plutonium; - radioactive waste is the most important cause of environmental hazard, which remains unresolved. Civilian nuclear power reactors operating throughout the world annually generate large amounts of low-, medium- and high-level radioactive waste. Radioactive pollution accompanies all parts of the complex production of nuclear energy: the extraction and processing of uranium, the operation of nuclear power plants, the storage and regeneration of fuel, which has a significant impact on the environmental friendliness of nuclear energy. In addition, up to 300 natural and technogenic emergencies are registered annually, as a result of which people die and great economic damage is caused. The main reasons for the occurrence of technogenic accidents and catastrophes and the strengthening of the negative impact due to the occurrence of natural and technogenic emergencies in Ukraine are: obsolete fixed assets, in particular for environmental purposes; large volume of transportation, storage and use of hazardous substances; the emergency state of a significant part of public utility networks; insufficient investment support for the process of introducing the latest resource-saving and environmentally friendly technologies in environmentally hazardous industries, primarily in the metallurgical, chemical, petrochemical and energy sectors; environmental problems associated with significant changes in the state of the geological and hydrogeological environment and caused by the closure of unprofitable mining enterprises and mines; unwillingness of economic subjects to take measures to prevent accidents and catastrophes at high-risk and potentially hazardous facilities.

The research was performed under the Advanced Instrumentation, Information, and Control Technologies Pathway of the Light Water Reactor Sustainability Program. Idaho National Laboratory researched, developed, implemented, and demonstrated diagnostic and prognostic models for generator step-up transformers (GSUs). The Fleet-Wide Prognostic and Health Management (FW-PHM) Suite software developed by the Electric Power Research Institute was used to perform diagnosis and prognosis. As part of the research activity, Idaho National Laboratory implemented 22 GSU diagnostic models in the Asset Fault Signature Database and two wellestablished GSU prognostic models for the paper winding insulation in the Remaining Useful Life Database of the FW-PHM Suite. The implemented models along with a simulated fault data stream were used to evaluate the diagnostic and prognostic capabilities of the FW-PHM Suite. Knowledge of the operating condition of plant asset gained from diagnosis and prognosis is critical for the safe, productive, and economical long-term operation of the current fleet of NPPs. This research addresses some of the gaps in the current state of technology development and enables effective application of diagnostics and prognostics to nuclear plant assets.

Book excerpt: Today's online monitoring technologies provide opportunities to perform predictive and proactive health management of assets within many different industries, in particular the defense and aerospace industries. The nuclear industry can leverage these technologies to enhance safety, productivity, and reliability of the aging fleet of existing nuclear power plants. The U.S. Department of Energy's Light Water Reactor Sustainability Program is collaborating with the Electric Power Research Institute's (EPRI's) Long-Term Operations program to implement online monitoring in existing nuclear power plants. Proactive online monitoring in the nuclear industry is being explored using EPRI's Fleet-Wide Prognostic and Health Management (FW-PHM) Suite software, a set of web-based diagnostic and prognostic tools and databases that serves as an integrated health monitoring architecture. This paper focuses on development of asset fault signatures used to assess the health status of generator step-up transformers and emergency diesel generators in nuclear power plants. Asset fault signatures describe the distinctive features based on technical examinations that can be used to detect a specific fault type. Fault signatures are developed based on the results of detailed technical research and on the knowledge and experience of technical experts. The Diagnostic Advisor of the FW-PHM Suite software matches developed fault signatures with operational data to provide early identification of critical faults and troubleshooting advice that could be used to distinguish between faults with similar symptoms. This research is important as it will support the automation of predictive online monitoring techniques in nuclear power plants to diagnose incipient faults, perform proactive maintenance, and estimate the remaining useful life of assets.

Book excerpt: When nuclear power plants reach the end of their nominal design life, they undergo a special safety review and an ageing assessment of their essential structures, systems and components for the purpose of validating or renewing their licence to operate for terms beyond the service period originally intended. Three different plant life management models have been used to qualify these nuclear power plants to operate beyond their original design life. This publication presents a collection of sample licensing practices for long term operation among IAEA Member States. The various plant life management models used to obtain long term operation authorizations are described and comparisons drawn against the standard periodic safety review model. Lessons learned and warnings about possible complications and pitfalls are also described to minimize the licensing risk during operation and future long term operation applications. The main intention of this publication is to support nuclear power plant owners and operators planning an extension of plant operation beyond its original design life, but it also serves as a useful guide for those interested in procuring, from the beginning, the necessary tools to implement ageing management in their future plant with long term operation in mind.
