Book excerpt: This report describes the evidence for invasion of Pacific Northwest streams by Atlantic salmon (Salmo salar) that have escaped from marine salmon farms, and assesses the potential impact of farmed salmon invasion on native fishes inhabiting streams on National Forest System lands. The current risk to streams on National Forest lands in the Pacific Northwest from Atlantic salmon invasions appears to be low and is limited to a few areas in northwest Washington and southeast Alaska. However, long-term risks may be substantial if fish continue to escape from marine rearing pens or freshwater hatcheries. The two greatest threats appear to be that (1) Atlantic salmon could transmit a serious disease or parasite to native fishes, and (2) escaped salmon could eventually adapt to local conditions, leading to self-sustaining populations. If Atlantic salmon populations are eventually established, this species preference for swiftly flowing stream habitats could facilitate competition with currently at-risk species such as steelhead (Oncorhynchus mykiss). This could result in a pattern of expansion similar to that observed in other nonnative aquatic plants and animals, in which a prolonged early colonization period is followed by a rapid phase of exponential growth as breeding populations adapt to local conditions.

It then goes on to explore specific country examples, before looking at some interdisciplinary themes of crucial importance to the question of the recognition of the rights of Indigenous peoples in marine settings. Book excerpt: This document reviews existing and proposed protocols used to monitor stream ecosystem conditions and responses to land management activities in the Pacific Northwest. Because of recent work aimed at improving the utility of habitat survey and fish abundance assessment methods, this review focuses on current (since 1993) monitoring efforts that assess stream habitat conditions and juvenile fish use. It does not focus on protocols specifically intended to monitor trends in fish populations for salmon recovery efforts, other fish life-history stages (e.g., salmonid smolt monitoring or spawner surveys), or approaches designed to monitor water quality or sources of pollution. We provide an overview of agency monitoring protocols, adaptive management, and types of monitoring, and briefly review the core habitat characteristics thought to be most sensitive to forest management practices. Finally, we summarize a selection of protocols in use in the Pacific Northwest in light of those core habitat characteristics.

We propose that by this combination of factors the character of small and intermediate-sized streams in steep forested terrain of the Pacific Northwest is being substantially altered by forest practices.
