Book excerpt: Over the last four decades significant progress has been made on providing people access to improved drinking water. The Joint Monitoring Program (JMP) estimates that 6.7 billion people have access to at least basic drinking water services. In spite of this great achievement 785 million people still lack even basic services and eighty percent of which live in rural areas. To further complicate matters, those with access to services experience interruptions or non-functionality for handpumps and piped system long before the intended design life of the system. In the Comarca Ngäbe-Buglé province in Panama there is very little information on the sustainability and water quality of rural water systems after they have been built. This research presents an extensive literature review of the historical approaches of the rural water sector, focusing on the evolution of the community-based management approach, the paradigm shift from prioritizing infrastructure to long-term Water, Sanitation, and Hygiene (WASH) service delivery, the importance of monitoring, and an evaluation of sustainability assessment tools and presents an experimental plan to assess the sustainability and water quality of rural indigenous communities in the Comarca Ngäbe-Buglé, Panama. Few studies have focused on the role external support providers affect the sustainability and water quality of community-managed gravity-fed rural water systems. Additionally, this study proposes a plan to assess communities that have received external support from an outside organization such as the Ministry of Health or an international organization using the Rural Water and Sanitation Information System (SIASAR, in Spanish) assessment tool and Ct values for a measure of the effectiveness of chlorine residual. This thesis contributes an experimental design for studying the factors that influence a water committee's ability to properly disinfect their water. This study builds off previous research in the rural water sector and is intended to help Panama and similar countries achieve Sustainable Development Goal Target 6.1, universal and equitable access to safe and affordable drinking water by 2030.

Book excerpt: This manual and the free downloadable costing tool is the outcome of a project identified by the Water, Sanitation and Health Programme (WSH) of the World Health Organization (WHO) faced with the challenge of costing options for improved access, both to safe drinking water and to adequate sanitation. Although limited in scope to the process of costing safe water supply technologies, a proper use of this material lies within a larger setting considering the cultural, environmental, institutional, political and social conditions that should be used by policy decision makers in developing countries to promote sustainable development strategies. Costing Improved Water Supply Systems for Low-income Communities provides practical guidance to facilitate and standardize the implementation of social life-cycle costing to “improved” drinking-water supply technologies. These technologies have been defined by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation, as those that, by the nature of its construction, adequately protect the source of water from outside contamination, in particular with faecal matter. The conceptual framework used has also been conceived to be applied to costing improved sanitation options. To facilitate the application of the costing method to actual projects, a basic tool was developed using Microsoft Excel, which is called a water supply costing processor. It enables a user-friendly implementation of all the tasks involved in a social life-cycle costing process and provides both the detailed and the consolidated cost figures that are needed by decision-makers. The scope and the limits of the costing method in a real setting was assessed through field tests designed and performed by local practitioners in selected countries. These tests were carried out in Peru and in six countries in the WHO regions of South-East Asia and the Western Pacific. They identified practical issues in using the manual and the water supply costing processor and provided practical recommendations. Distribution systems-consisting of pipes, pumps, valves, storage tanks, reservoirs, meters, fittings, and other hydraulic appurtenances-carry drinking water from a centralized treatment plant or well supplies to consumers' taps. Spanning almost 1 million miles in the United States, distribution systems represent the vast majority of physical infrastructure for water supplies, and thus constitute the primary management challenge from both an operational and public health standpoint. Recent data on waterborne disease outbreaks suggest that distribution systems remain a source of contamination that has yet to be fully addressed. This report evaluates approaches for risk characterization and recent data, and it identifies a variety of strategies that could be considered to reduce the risks posed by water-quality deteriorating events in distribution systems. Particular attention is given to backflow events via cross connections, the potential for contamination of the distribution system during construction and repair activities, maintenance of storage facilities, and the role of premise plumbing in public health risk. The report also identifies advances in detection, monitoring and modeling, analytical methods, and research and development opportunities that will enable the water supply industry to further reduce risks associated with drinking water distribution systems.

In the 1970s, the primary, if not the unique, objective of rural infrastructure lending was to get rural infrastructure built. However, the institutional aspects of how this infrastructure was to be built, and later how it would be operated and maintained, did not receive much attention. Only recently has poverty alleviation through employment creation become an explicit objective of rural infrastructure investments. This review tracks the poverty alleviation objective of rural infrastructure projects using three criteria: 1. whether poverty was an explicit criterion in the selection of specific sub-projects; 2. whether poverty was addressed in the pricing of rural infrastructure services; and 3. whether poverty was addressed through the creation of employment.
