Book excerpt: This official NASA document provides an interesting review of NASA's experience working with the Russians and lessons on astronaut safety assurance of the Soyuz spacecraft. This report on Soyuz history was conceived as a possible analogy relevant to domestic commercial spaceflight vehicles. The question of how to human-rate new spacecraft has been asked many times throughout the history of human spaceflight. The U. S., Russia, and, now China have each separately and successfully addressed this question. NASA's operational experience with human-rating primarily resides with Mercury, Gemini, Apollo, Space Shuttle, and the International Space Station (ISS). NASA's latest developmental experience includes Constellation, but also encompasses X38, X33, and the Orbital Space Plane. If domestic commercial crew vehicles are used to transport astronauts to and from space, the Soyuz vehicle would be another relevant example of the methods that could be used to human-rate a spacecraft and how to work with commercial spacecraft providers. As known from history, the first U.S. astronaut to orbit on a Soyuz spacecraft was Thomas P. Stafford on July 17, 1975, during the Apollo-Soyuz Test Project (ASTP) mission. Norman E. Thagard was the first U.S. astronaut to launch on a Soyuz launch vehicle, Soyuz TM-21, on March 14, 1995, on a flight to the Russian Mir Space Station. This flight was associated with the U.S./Russian - Shuttle/Mir Program. The first Soyuz launched to ISS included astronaut William M. Shepherd, Soyuz TM-31, on October 31, 2000. Prior to this, NASA studied Soyuz as an assured crew return vehicle (ACRV) for Space Station Freedom (SSF) to be launched on the Space Shuttle. Presently, in preparation for Space Shuttle retirement, all U.S. astronauts are being transported to and from ISS in the Russian Soyuz spacecraft, which is launched on the Soyuz launch vehicle. In the case of Soyuz, NASA's normal assurance practices have had to be adapted. For a variety of external reasons, NASA has taken a "trust but verify" approach to Soyuz and international cargo vehicles. The verify approach was to perform joint safety assurance assessments of the critical spacecraft systems. For Soyuz, NASA's primary assurance was (and continues to be) its long and successful flight history. The other key measure relied on diverse teams of NASA's best technical experts working very closely with their foreign counterparts to understand the essential design, verification, and operational features of Soyuz. Those experts used their personal experiences and NASA's corporate knowledge (in the form of agency, program, center, and other standards) to jointly and independently assess a wide range of topics.

Book excerpt: The recent broad political rapprochement between the United States and the nations of the Former Soviet Union (FSU) has transformed the environment for cooperation on space projects, and led to cooperative programs in space with Russia and other FSU states that would have been unimaginable just a few years ago. Chief among these are the high-profile human spaceflight cooperative activities involving the Space Shuttle-Space Station Mir dockings and the International Space Station. This report surveys the potential benefits and drawbacks of expanded cooperation with Russia and other nations of the FSU in space activities, and examines the impacts of closer cooperation on U.S. industry and U.S. national security concerns. Such cooperation has begun to yield scientific, technological, political, and economic benefits to the United States. However, the political and economic risks of cooperating with the Russians are higher than with the United States' traditional partners in space. Cooperation in robotic space science and earth remote sensing is proceeding well, within the stringent limits of current Russian (and U.S.) space budgets. Including Russia in the International Space Station program provides technical and political benefits to the space station partners, but placing the Russian contribution in the critical path to completion also poses programmatic and political risks.

These challenges, such as Russian difficulty in completing its components on schedule due to insufficient funding and continuing U.S. prime contractor cost increases, have translated into schedule delays and higher program cost estimates to complete development. As requested, we reviewed the status of Russian involvement in the ISS program. We also examined the prime contractor's progress in implementing cost control measures and NASAs efforts to oversee the program's nonprime activity. Specifically, we (1) assessed NASAs progress in developing contingency plans to mitigate the possibility of Russian nonperformance and the loss or delay of other critical components, (2) identified NASAs efforts to ensure that Russian quality assurance processes meet the station's safety requirements, and (3) determined the effectiveness of cost control efforts regarding the prime contract and nonprime activities.

The project is being led by the United States, with the participation of Japan, the European Space Agency, Canada, Italy, Russia, and Brazil. Russia is participating in full partnership with the United States in the fabrication of ISS modules, the assembly of ISS elements on orbit, and, after assembly has been completed, the day-to-day operation of the station. Construction of the ISS began with the launch of the Russian Zarya module in November 1998 followed by the launch of the U.S. Unity module in December 1998. The two modules were mated and interconnected by the crew of the Space Shuttle during the December flight, and the first assembled element of the ISS was in place. Construction will continue with the delivery of components and assembly on orbit through a series of 46 planned flights. During the study period, the Assembly Complete milestone was scheduled for November 2004 with the final ISS construction flight delivering the U.S. Habitation Module. Engineering Challenges to the Long-Term Operation of the International Space Station is a study of the engineering challenges posed by longterm operation of the ISS. This report states that the National Aeronautics and Space Administration (NASA) and the ISS developers have focused almost totally on completing the design and development of the station and completing its assembly in orbit. This report addresses the issues and opportunities related to long-term operations.

The initial plans involved the direct participation of 16 nations, 88 launches and over 160 spacewalks-more space activities than NASA had accomplished prior to the 1993 International Space Station decision. Probably more important was the significant leap in System Engineering (SE) execution that would be required to build and operate a multi-national space station. In a short period of time, NASA and its partners had to work out how to integrate culturally different SE approaches, designs, languages and operational perspectives on risk and safety. The International Council on Systems Engineering (INCOSE) defines Systems Engineering (SE) as an "interdisciplinary approach and means to enable the realization of successful systems. It focuses on defining customer needs and required functionality early in the development cycle, documenting requirements, and then proceeding with design synthesis and system validation while considering the complete problem: operations, performance, test, manufacturing, cost and schedule, training and support, and disposal." One of the objectives of the Air Force Center for Systems Engineering (AFCSE) is to develop case studies focusing on the application of systems engineering principles within various aerospace programs. The intent of these case studies is to examine a broad spectrum of program types and a variety of learning principles using the Friedman-Sage Framework to guide overall analysis. Great strides have been made in our understanding of what is required to support an enduring human presence in space, as evidenced by progressively more advanced orbiting human outposts, culminating in the current International Space Station (ISS). However, of the more than 500 humans who have so far ventured into space, most have gone only as far as near-Earth orbit, and none have traveled beyond the orbit of the Moon. Achieving humans' further progress into the solar system had proved far more difficult than imagined in the heady days of the Apollo missions, but the potential rewards remain substantial. During its more than 50-year history, NASA's success in human space exploration has depended on the agency's ability to effectively address a wide range of biomedical, engineering, physical science, and related obstacles-an achievement made possible by NASA's strong and productive commitments to life and physical sciences research for human space exploration, and by its use of human space exploration infrastructures for scientific discovery. The Committee for the Decadal Survey of Biological and Physical Sciences acknowledges the many achievements of NASA, which are all the more remarkable given budgetary challenges and changing directions within the agency. In the past decade, however, a consequence of those challenges has been a life and physical sciences research program that was dramatically reduced in both scale and scope, with the result that the agency is poorly positioned to take full advantage of the scientific opportunities offered by the now fully equipped and staffed ISS laboratory, or to effectively pursue the scientific research needed to support the development of advanced human exploration capabilities. Although its review has left it deeply concerned about the current state of NASA's life and physical sciences research, the Committee for the Decadal Survey on Biological and Physical Sciences in Space is nevertheless convinced that a focused science and engineering program can achieve successes that will bring the space community, the U.S. public, and policymakers to an understanding that we are ready for the next significant phase of human space exploration. The goal of this report is to lay out steps and develop a forward-looking portfolio of research that will provide the basis for recapturing the excitement and value of human spaceflight-thereby enabling the U.S. space program to deliver on new exploration initiatives that serve the nation, excite the public, and place the United States again at the forefront of space exploration for the global good.
