The evaluation used interviews and surveys to provide evidence on project performance, with particular emphasis on assessing the achievement of outcomes and impacts, value-added and benefits provided through participation in the CBIT-Forest project, sustainability, general value-added and lessons learned.

This unique book brings together scientific knowledge on this topic from East, West, and Southern Africa and describes the relationships between forests, woodlands, people and their livelihoods. Dry forest is defined as vegetation dominated by woody plants, primarily trees, the canopy of which covers more than 10 per cent of the ground surface, occurring in climates with a dry season of three months or more. This broad definition - wider than those used by many authors - incorporates vegetation types commonly termed woodland, shrubland, thicket, savanna, wooded grassland, as well as dry forest in its strict sense. The book provides a comparative analysis of management experiences from the different geographic regions, emphasizing the need to balance the utilization of dry forests and woodland products between current and future human needs. Further, the book explores the techniques and strategies that can be deployed to improve the management of African dry forests and woodlands for the benefit of all, but more importantly, the communities that live off these vegetation formations. The evaluation recommended certain improvements, notably a “plan B” option to mitigate SEPAL’s dependency on Google Earth Engine, and assurance of continued relevance in Phase II of SEPAL.

Book excerpt: The purpose of this report is to assess the current implementation of forest and landscape restoration (FLR) in Africa. It presents the context for FLR on the African continent, highlights major FLR initiatives, and provides an overview of FLR in Africa at the start of the UN Decade on Ecosystem Restoration (2021–2030). It identifies key challenges, opportunities, actors and processes, illustrated with some case studies. Data collection was both primary (interviews) and secondary (extensive desk research). The report contributes to tracking progress on the implementation of AFR100 and other FLR initiatives in Africa on the ground. It provides a baseline for the UN Decade on Ecosystem Restoration and is expected to be updated at regular intervals. The report is prepared under the jointly implemented regional technical cooperation programme by FAO Regional Office for Africa (RAF) and the African Union Development Agency-NEPAD (AUDA-NEPAD) “Support to the implementation and monitoring of the African Forest Landscape Restoration Initiative (AFR100)” and in close collaboration with AFR100 Management Team members and partners. It is also responding to the recommendation of the 22nd Session of FAO African Forestry and Wildlife Commission1, held in March 2020 in South Africa. The report is structured as follows: Chapter 1 introduces the importance of Africa’s forests and tree-based landscapes and to the challenges they and their people face, as well as the relevance of restoration and the global policy context. The next chapter presents an overview of FLR and restoration more generally. The third chapter provides a more detailed overview for Africa’s subregions of the current status of forests with examples of FLR initiatives (or other relevant ones that may not have the FLR label but are in fact aligned with FLR). Chapter 4 then reviews some key success factors for FLR in Africa. Chapter 5 presents opportunities going forward and remaining challenges. The last chapter is more forward-looking and speculative, highlighting potential priorities for FLR in the UN Decade on Ecosystem Restoration.

The results of the survey are discussed and re-emphasise the need to prioritise manpower recruitment, training and development; only about half of the scientists researching forestry and related issues have sufficient training and scientific exposure.

The present assessment explores five themes: climate change mitigation and adaptation; food security and livelihoods; demand for energy; sustainable management of dry forests; and policies and institutional support for sustainable management. These themes emerged as priority areas during discussions on dry forest research priorities held at CIFORs Dry Forests Symposium in South Africa in 2011. Research on these themes should be considered a priority, given the importance of dry forests to people and ecosystems around the world and the threats posed to them.

This edition focuses on progress towards sustainable forest management at the regional and global levels, with each regional report structured according to seven thematic elements: the extent of forest resources; biological diversity; forest health and vitality; productive functions of forest resources; protective functions of forest resources; socio-economic functions; and legal, policy and institutional frameworks. These summaries are based on the most current information available, including new data from the Global Forest Resources Assessment 2005 (FRA 2005). The report goes on to consider 18 key issues in the forest sector, including: climate change, forest landscape restoration, forest tenure, invasive species, wildlife management and wood energy. The overall conclusion is that whilst progress is being made, it is very uneven with those regions with developing economies and tropical ecosystems continuing to lose forest area whilst lacking adequate institutions to reverse this trend. The biggest limitation for evaluating progress is weak data, with many countries lacking the financial resources to undertake national forest assessments.

The demand for concrete objectives to tackle the many faces of poverty was met by the creation of the Millennium Development Goals (MDGs), which are intended to be met by the year 2015 and are expected to lift a large number of people out of poverty. A total of eight goals and eighteen targets address challenges such as nutrition, education, health, gender equality, environmental sustainability and global partnerships. Continuous progress has been achieved so far in most of the world’s regions except for Sub-Saharan Africa. Many economies in Sub-Saharan Africa are dominated by extractive industries. With this background, MDG 7, ensuring environmental sustainability, in particular Target 9, concerned with reversing the loss of natural resources, is of particular relevance in this region. West Africa, especially the former British colonies, has extensive natural tropical forest resources which need to be managed sustainably not only to prevent the extinction of biodiversity and species but also for their value to all stakeholders. Among the multiple challenges which MDG 7 faces in Ghana and Liberia are corruption and illegal trade. National forest laws and land tenure systems, the absence of up-to-date data on forest resources and governmental decisions are being observed in Ghana and Liberia. Various initiatives with the potential to achieve sustainable forest management are outlined, such as collaborative forestry, the diversification in wood exports and the successful implementation of certification schemes in combination with the detection and avoidance of trans-national crime which can be achieved only in cooperation and through global partnerships. The role of international development cooperation and financial assistance for the achievement of MDG 7 will be analysed from the background of domestic preconditions. The overall aim of this work is to reveal the linkages between poverty, the eight MDGs and their relevance for the viability of MDG 7, and to emphasize the necessity for strengthened international efforts especially in combating transnational crime to allow for the MDGs to be reached by 2015.
