Book excerpt: This report states that UNDP Zambia has in general been effective in its contributions to development in Zambia. However, programme resources were spread too thinly across many initiatives and insufficient attention was given to ensuring sustainability. While cooperating partners and non-governmental organizations would have preferred UNDP to play a stronger role in advocacy, the Government appreciates UNDP as a consistent partner. The evaluation suggests that, within the context of the United Nations country team, UNDP missed opportunities to develop more joint initiatives.

Specifically, the paper focuses on the challenges experienced in the implementation of such a project and the measures devised for its sustainability. The Zambia Social Investment Fund (ZAMSIF) development project regarded as an all- embracing project with coverage of almost every aspect of a full –fledged social development project is used as the case study. The study underscores a number of significant achievements of the ZAMSIF project, suggestive of the project’s effectiveness as one single largest poverty reduction programme in Zambia. The project implementation process embraces upward and downward accountability with direct ownership and resource cost contribution into the project by most of the communities for effective implementation and sustainability. Some of the challenges encountered in the implementation process are elucidated in the paper.

Could the program or project be better designed to achieve the intended outcomes? Are resources being spent efficiently? These are the types of questions that can only be answered through an impact evaluation, an approach which measures the outcomes of a program intervention in isolation of other possible factors.This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. For some of the more in-depth statistical methods discussed, the reader is referred to the technical literature on the topic. The evaluation found that UNDP contributions have been important in terms of responding to national priorities and government needs. During the period covered by the evaluation, UNDP technical support to the government strengthened institutional development and enhanced policy formulation. Although some of the areas were not key government priorities, UNDP interventions in the areas of MDG planning and monitoring, governance, HIV and AIDS, conflict prevention and recovery, energy and environment and disaster risk management responded to key national needs and priorities. The evaluation also identified a number of areas in which UNDP needs to address specific challenges. These areas include ensuring national ownership and capacity development of all UNDP interventions, following a more systematic approach to programming and enhancing synergies among interventions.
