Book excerpt: Despite its tiny size and seeming marginality to world affairs, the Central American republic of Costa Rica has long been considered an important site for experimentation in cutting-edge environmental policy. From protected area management to ecotourism to payment for environmental services (PES) and beyond, for the past half-century the country has successfully positioned itself at the forefront of novel trends in environmental governance and sustainable development. Yet the increasingly urgent dilemma of how to achieve equitable economic development in a world of ecosystem decline and climate change presents new challenges, testing Costa Rica’s ability to remain a leader in innovative environmental governance. This book explores these challenges, how Costa Rica is responding to them, and the lessons this holds for current and future trends regarding environmental governance and sustainable development. It provides the first comprehensive assessment of successes and challenges as they play out in a variety of sectors, including agricultural development, biodiversity conservation, water management, resource extraction, and climate change policy. By framing Costa Rica as an “ecolaboratory,” the contributors in this volume examine the lessons learned and offer a path for the future of sustainable development research and policy in Central America and beyond.

It has been adopted in various developed countries as a way of improving efficiency and effectiveness in public policy. In Latin American and Caribbean (LAC) countries, governments and public managers show increasing interest in this management strategy. Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.

Book excerpt: This paper estimates the impact of two productive development programs (PDPs) in Costa Rica: PROPYME and CR Provee. The first seeks to increase the capacity of small and medium-sized firms (SMEs) to innovate, and the second aims to increase backward linkages between Costa Rican SMEs and multinational companies operating in the country. The impacts of each program were measured in terms of three result variables: real average wages, employment demand, and the probability of exporting. A combination of fixed effects and propensity score matching techniques was used in estimations to correct for any selection bias. The results show that both PROPYME and CR Provee have positive and significant impacts on SME performance. PROPYME's beneficiaries performed better than other firms in terms of labor demand and their probability of exporting, while firms treated by CR Provee showed higher average wages, labor demand, and chances of exporting than untreated firms. Firms treated simultaneously by both programs performed better in terms of average wages than those that were only treated by CR Provee. This result is of special interest to policymakers since it indicates the importance of bundling in the implementation of PDPs. The findings suggest that policies aimed at overcoming the weaknesses of these two programs are important for obtaining higher real wages, generating more employment, and increasing the probability of exporting by Costa Rican SMEs.

Book excerpt: This paper analyzes five Productive Development Policies (PDPs) implemented in Costa Rica, finding that they are not optimally addressing market failures. Moreover, government failures rather than market failures represent the main justification for PDPs. Even in the presence of market failures, the policy instruments applied are not necessarily the most economically efficient but rather the most politically feasible options. In addition, the lack of policy evaluation and monitoring prevents adjustments and corrections of such policies. Addressing the arguments for policy intervention and incorporating the results of evaluation into policy design and reform are necessary conditions for success. In spite of positive policy outcomes, limitations to enhance competitiveness and create the conditions for productivity growth are still present. An umbrella approach in the case of those PDPs that reinforce each other is necessary for productivity growth.

Book excerpt: This book reflects the results of more than ten years of cooperative research involving Wageningen Agricultural University (y. l AU) in the Netherlands, the Tropical Agricultural Research and Higher Education Center (CATIE; Centro Agron6mico Tropical de lnvestigaci6n y Ensefianza) in Costa Rica and the Costa Rican Ministry of Agriculture and Livestock (MAG; Ministerio de Agricultura y Ganadeda) as part of the Research Program on Sustainability in Agriculture (REPOSA) in the Central American country. The type of cooperation was unusual as it focused on both research and the education of students undertaking either M. Sc. thesis projects or a program of practical training in the various aspects of studying land use. Since funding was provided by W AU, a high degree of scientific autonomy was created that has clearly benefited the independent, scientific rigor of the work. Over the ten-year period, the program has changed from being a patchwork of various insulated specialist projects, into a truly interdisciplinary effort, leading to the development of innovative tools for analyzing land use on a number of geographical scales. These tools are presented in this book. Besides CATIE and MAG, cooperation with other Costa Rican partner institutions has been essential from the beginning, and this process of interaction has also evolved considerably over time.

In Costa Rica, environmental education has been adopted as an essential tool for protecting and improving the natural environment. The people of Costa Rica have emphasized an awareness of environmental issues and an ability to actively engage in environmental education and sustainable development programs. International development organizations have invested in development programs to establish or improve sustainable development. In order to understand whether international development organizations are achieving their stated mission and goals for implementing development programs, donors and funding agencies usually require that the sponsored programs be evaluated. Unfortunately, there is a growing concern that the current practice of development evaluation limits the reporting of impacts to be fundamentally inconsistent which has created incentives for evaluations to include positive bias instead of serving the purpose to improve organizational decision-making. This research study proposed to evaluate the reaction of a community in Limon, Costa Rica to development programs using an operational framework of evaluation and logic models found in the review of literature. The researcher adopted a naturalistic case study approach intended to retain the natural context of the community setting and provide a holistic understanding of community perceptions. Qualitative methods based in rapid rural appraisal were used to collect data from a purposeful sample and a stratified purposeful sample within the population. Data analysis was conducted at both the research site during data collection and after all data was collected. The researcher incorporated the constant comparative method to determine consistencies, anomalies, patterns, and emerging themes during data analysis. Three overarching themes emerged as a result of the study: (a) community development with subcategories describing community improvement, collaboration with the international development organization, integration of individuals and groups within the community, and the sustainability of projects, (b) education with subcategories expanding on ideas and motivation, learning, and inspiration for the children, and (c) culture with subcategories that discussed community culture, the organizational culture of the international development organization, and relationships.
