Book South Korea s Social Policy Response to Covid 19 Swift and Bipartisan Attempts

Download or read book South Korea s Social Policy Response to Covid 19 Swift and Bipartisan Attempts written by Jaemin Shim and published by . This book was released on 2021 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper maps out South Korea's key social policy responses to the Covid-19 pandemic based on an analysis of legislation and budget proposals adopted between January 2020 and September 2020. Both data sources indicate that the South Korean government clearly utilized social policy tools to mitigate the damage incurred by the pandemic. First, eight out of 32 social policy laws were explicitly designed in response to the pandemic. Sec-ond, an unprecedented four rounds of supplementary budgets were approved to protect both the economic and public health of the people. In light of the speed and the degree of political consensus vis-à-vis comparable years in the past, it is clear that South Korea's social policy response to Covid-19 was swift and bipartisan. Moreover, judging by the country's previous experience of turning “a crisis” into “an opportunity” for welfare expansion, the current pandemic has the potential to lead to a consolidation of South Korea's welfare state.

Book Managing the COVID 19 Pandemic in South Korea

Download or read book Managing the COVID 19 Pandemic in South Korea written by Kilkon Ko and published by Taylor & Francis. This book was released on 2023-06-05 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the importance of accumulated disaster management experience and the risk awareness of civil society by analyzing Korea’s COVID-19 response from the perspective of policy learning. Prior to the spread of COVID-19, Korea was a country with active exchange with China, with over six million Chinese visitors and over five million Korean visitors to China. Korea also has the highest population density among OECD countries and an urbanization rate exceeding 90%, making it vulnerable to the spread of infectious diseases. However, Korea had very low fatality and infection rates among OECD countries, despite foregoing border closures or city lockdowns. Korea is known as a representative example of state-led economic development called the developmental state model. However, Korea’s COVID-19 response emphasizes citizen-led efforts, the use of information and communication technology, and successful disease control through cooperation between the government and civil society. This book presents examples that demonstrate the effectiveness of disaster response based on democratic values, by enhancing the capacity of civil society through social interaction resulting from various models such as rational models, heuristics, cooperative governance, policy networks, and complex adaptive systems. Additionally, it argues that the lesson learned from Korea’s COVID-19 experience is not that a strong state should control citizens’ freedom to increase the effectiveness of disease control, but rather that sharing the awareness of the risk enables voluntary citizen responses and solidarity consciousness of civil society is essential. The book is a useful reference for anyone interested in learning more about the value of actors in policy networks.

In Korea, the first confirmed case of COVID-19 was on January 20, 2020. Thus, 2020 was a year that the Korean economy spent entirely under the shock of the pandemic. Vaccination has been underway since early this year, but COVID-19 crisis is not yet over. Therefore, it is still too early to make a final assessment of the economic impact of this crisis. However, given that data has been accumulated for more than one year since the outbreak of the pandemic, an intermediate assessment is possible. Assessing the impact of this crisis may also be meaningful in that the worst seems to have passed since ongoing worldwide vaccination efforts began. In addition, such a work is necessary for the practical purpose of providing information for properly responding to the remaining crisis.
