Yet even as resources are shrinking, agricultural science has expanded its inquiry into many new areas - such as environmental preservation, food quality, and rural development - without forsaking its more traditional concerns. In a time of tight government budgets, research administrators are faced with the need to provide strong evidence that costs are justified by benefits. Science under Scarcity is an invaluable guide to the theory and methods necessary for evaluating research in agriculture and for setting priorities for resource allocation. Although economists have made significant progress in developing more sophisticated methods for research evaluation and priority setting, many research analysts and administrators do not have a working knowledge of those practices. Without the assistance of formal economic analysis it is particularly difficult to assess the social value of new technologies or to make informed judgements about the trade-offs that are involved in allocation decisions. Addressing that knowledge gap, this book reviews, synthesizes, and extends such methods as economic surplus analysis, econometric techniques, mathematical programming procedures, and scoring models. It discusses these practices in the context of scientific policy, describes their conceptual foundations, and explains how to do them. In addition, Federal intramural research planning generally involves an institutional assessment of the appropriate Federal role, if any, and whether the research should be left to others, such as universities or the private sector. Many methods of evaluation are available, peer review--used primarily for establishing scientific merit--being the most common. Economic analysis focuses on quantifying ultimate research outcomes, whether measured in goods with market prices or in nonmarket goods such as environmental quality or human health. However, standard economic techniques may not be amenable for evaluating some important public research priorities or for institutional assessments. This report reviews quantitative methods and applies qualitative economic reasoning and stakeholder interviewing methods to the evaluation of economic benefits of Federal intramural research using three case studies of research conducted by USDA's Agricultural Research Service (ARS). Differences among the case studies highlight the need to select suitable assessment techniques from available methodologies, the limited scope for comparing assessment results across programs, and the inherent difficulty in quantifying benefits in some research areas. When measurement and attribution issues make it difficult to quantify these benefits, the report discusses how qualitative insights based on economic concepts can help research prioritization."-

Book excerpt: The glassy-winged sharpshooter is one of the more recent invasive pests to afflict California agriculture. The insect transmits a bacterial pathogen that causes Pierce's disease, which has impaired production of wine, table, and raisin grapes in California. The report recommends strengthening the process and the priorities for research funded by state agencies and wine industry groups to address Pierce's disease and its vector. Research should be focused on identifying feasible options for controlling the spread of the disease and providing sustainable approaches that are adaptable and affordable over the long term. Several avenues of research be pursued more intensely including the genetic makeup of the pathogen that triggers Pierce's disease, understanding the mechanisms that make grapes resistant to the disease, the possibilities of introducing predator enemies to the sharpshooter, and new ways to manage the planting of crops to help avoid spread of the disease.
