Book excerpt: This study reports on the development of a conceptual approach to assessing the value of the U.S. Army's noncombat interactions with other militaries. The first task was to take a fresh look at the objectives or "ends" of Army International Activities (AIA). Because the Army conducts security cooperation activities based on policies determined by the Office of the Secretary of Defense (OSD), the Department of State, and other governmental agencies, RAND reviewed all of the relevant national security documents: the National Military Strategy, the Defense Planning Guidance, the Quadrennial Defense Review, and OSD's April 2003 Security Cooperation Guidance, as well as the AIA Plan and The Army Plan. The result was eight AIA "ends," which they embedded within OSD's three overarching security cooperation objectives: (1) Build defense relationships that promote specific U.S. interests, (2) Develop allied and friendly military capabilities for self-defense and coalition operations, and (3) Provide U.S. forces with peacetime and contingency access and en route infrastructure. The second task was to consolidate the large number of AIAs into a manageable set of AIA "ways." RAND then began focusing on its core task: deriving measures of effectiveness for AIA based on an 8 x 8 ends/ways matrix. They set out to develop a method and to produce measures for every cell in the matrix. To develop the method, they reviewed relevant literature in economics and the behavioral sciences and concluded that security cooperation is based on two types of relations between countries: exchange and socialization. Exchanges are quid pro quo interactions that are usually quantifiable. Socialization denotes a qualitative change in a country's attitude or behavior that is not quantifiable. The report also describes the AIAKSS (Army International Activities Knowledge Sharing System), a web-based AIA program and activities data collection and reporting tool.

In 2013, AFRICOM became the first combatant command to be allocated an Army regionally aligned brigade combat team-the first of three to date-which was tasked to the command primarily to support security cooperation. The House Report accompanying a bill for the National Defense Authorization Act for Fiscal Year 2015 included a provision that GAO assess DOD's efforts to plan for and employ these brigades in Africa. This report assesses, among other things, the extent to which (1) AFRICOM has clearly identified and synchronized security cooperation activities for the brigades in Africa and (2) the brigades have been prepared to meet mission requirements in Africa. The term 'synchronize' refers to coordination efforts by AFRICOM and its components to achieve unity of effort across the command. GAO reviewed documents and data and interviewed DOD and Department of State officials.

Such coalition partners are increasingly important to the Army in the post-9/11 security environment. Multilateral military operations are often now conducted by coalitions of the willing rather than by alliances, and many of these ad hoc coalitions include key contingents that have no history of sustained peacetime cooperation with the U.S. Army. The Army has only very limited resources available to enhance compatibility with non-allied partner armies, especially compared to the resources devoted to compatibility with traditional allies such as the United Kingdom. The challenge of enhancing compatibility and building partnership capacity with non-core partner armies therefore requires an innovative approach to planning.

Book excerpt: The five U.S. Department of Defense (DoD) Regional Centers for Security Studies have been helping partner nations build strategic capacity for almost 20 years. However, recent DoD budget constraints have put pressure on the regional centers (RCs) to increase efficiency. The Office of the Secretary of Defense (OSD) asked RAND to conduct a study on the overall impact of the RCs, their effectiveness in advancing DoD policy priorities, the ways in which they assess their programs, and ways in which they could improve their impact and efficiency and the resulting outcomes. The RAND study team found that centers have had great success at the missions they have undertaken. They are high-impact components of U.S. security cooperation and engagement efforts, despite their relatively small budgets. The team identified 24 ways in which the centers advance U.S. interests, including building partner capacity, building relationships, fostering pro-U.S. outlooks, offering unique opportunities for engagement, and promoting regional dialogue that reduces tensions. However, RCs should improve impact-oriented data collection and analysis for improved assessment, methodically collecting such data over time. OSD and the combatant commands should improve their oversight and management of the RCs to ensure alignment with department- and theater-level objectives. In addition, OSD should maintain the RCs' focus on regional security challenges rather than refashioning them to address specific threats. Options to consider for greater impact include evaluating the balance between core residential courses and in-region workshops and determining whether and to what extent the centers should develop customized programs for DoD components so as to secure funds beyond the core budget they receive from OSD.
