Book excerpt: Across the Greater Mekong Subregion (GMS), there are over 500 special economic zones (SEZs) and industrial zones located near GMS economic corridors and covering over 50 million people. This proposed health impact assessment (HIA) framework recognizes these SEZs and economic corridors as economic engines of the subregion and aims to maximize benefits for all. The framework aims to provide enhanced guidance for identifying, mitigating, and managing health risks and impacts of unprecedented industrial and economic development in these SEZs, and seeks to address transboundary health issues associated with mobile and migrant worker populations. It proposes HIA as an effective SEZ management support tool to achieve optimum benefits for businesses and associated communities alike.

Book excerpt: Cooperation among the Greater Mekong Subregion (GMS) countries has intensified in recent years. By the end of 2012, the program had mobilized $15.5 billion in investment projects and $311 million in technical assistance (TA), of which ADB's support amounted to $5.5 billion for investments and $108.2 million for TA. This study summarizes a recent major initiative to assess the initial impact of ADB-supported projects under the GMS Program. As part of this exercise, a range of representative projects in the road transport, health, tourism, and energy sectors were selected for detailed analysis, and research institutes working with international consultants assessed their socioeconomic impact.

Given the significant asymmetry of power between those states, however, there is a real risk that some might utilise it to the detriment of others. Without a sense of regional belonging, it is difficult to imagine that these states and their constituent communities will take regional imperatives to heart, participate in joint regulatory frameworks, or adopt behaviours for upstream-downstream and lateral cooperation over the appropriation and use of their shared resources. How effectively has closer interdependence of the Mekong countries accommodated the development of a political-social-cultural space conducive to the growth of a regional "we-ness" among not only political elites, but also the general public? The contributors to this volume approach this question from a range of directions, including the impacts of tourism, regional development programmes, the Mekong Power Grid, and Sino-US rivalry. During the assessment period, the GMS Core Environment Program supported country efforts to address the subregion's natural resources and environmental management challenges with its goal of creating an "environmentally friendly and climate-resilient GMS Economic Cooperation Program."

In this respect, it is representative of large areas in South Asia and in particular the ‚Greater Mekong Subregion’ (GMS) with its 300 Mio inhabitants. The GMS is an informal cooperation of Thailand, Lao PDR, Myanmar, Cambodia, Viet Nam, and the P.R. China (Yunnan and Guangxi Province) to promote the development of the region. While being far off from global developments and characterized by subsistence economy in the past, the region turned out to become one of the most dynamic areas worldwide. A new highway system connects the countries of the GMS, and the area is opened up to international markets. Cash crops such as rubber, which plays already a significant role in local economy, will become even more attractive and speed up land-use cover change (LUCC) with all its consequences for man and his environment. As a consequence of the dynamic development, socio-economic and cultural traditions are challenged, leading to a rapid change or even disappearance of traditional land-use systems. The consequences are manifold and affect people and their livelihood, as well as the century-old cultural landscape with its high (agro-)biodiversity.

Book excerpt: This paper provides new evidence of the effects of road construction on both domestic and international trade flows in the People's Republic of China (PRC) using customs data and information on transport investments in the region, including those supported by multilateral development banks. We find that road construction helped to reduce trade costs significantly from 2000 to 2011, supporting the catch-up of inland regions in the PRC to its coastal cities. The ad valorem rate of internal trade costs decreases by 20%, and the ad valorem rate of international trade costs decreases, on average, by 15.3%, with substantial heterogeneity of effects across sectors. Using satellite and customs data, we also document that the construction of the Kunming-Bangkok Expressway led to local economic growth and higher regional specialization in accordance with comparative advantage, suggesting the role of the road construction in facilitating market integration across borders in the Greater Mekong Subregion.

Book excerpt: This study attempts to quantify the links between infrastructure investment and poverty reduction using a multi-region general equilibrium model, supplemented with household survey data for the Greater Mekong Subregion (GMS). Infrastructure investment is an important step in economic development, with improvements in transportation infrastructure boosting economic opportunities throughout the region, for example by significantly reducing travel times and costs. In this study, we concentrate on quantifying the effects of some of the key linkages between upgraded infrastructure, economic growth, and poverty reduction. We model the impact of both reducing transport costs and improving trade facilitation in the GMS. Our findings suggest strong gains to the GMS countries as a result of infrastructure development and trade facilitation with national poverty reduced throughout the region. However, the impact on various segments of these populations differs, depending in part on factor returns.
