Book excerpt: This research assessed environmental issues in Nigeria, and analyzed how these issues are addressed through the formulation, implementation, and enforcement of laws, policies, and regulations. The study used a qualitative research approach to determine how government officials in Nigeria assessed and viewed the environmental management system and its effectiveness in addressing environmental issues. Data collected through in-depth interviews with government officials revealed that although there are adequate environmental laws, policies, and regulations in place, the environmental management system is weak and ineffective. This is primarily due to the lack of effective implementation and enforcement of the laws and policies. Factors such as financial constraints, low public awareness, and institutional conflicts are some of the constraints to effective environmental management in Nigeria. Nigeria is highly dependent on its environment and natural resources for its economic development, and about 70 percent of the country's total population lives below the poverty line of $1 per day. Hence, environment issues need to be more highly prioritized in order to achieve sustainable development. In order to ensure effective environmental management, the government needs to improve its efforts towards implementation and enforcements of laws and policies in place rather then creating new ones. One way to do this is to ensure public awareness and education of environmental issues and ensure stakeholder participation on decision-making processes. In addition, there need to be efficient and transparent management of funds for environmental management. Furthermore, the government needs to put more effort into collecting and storing quantitative environmental data so as to allow for assessments of environmental management progress.
