Book excerpt: East Asian countries are now pursuing greater formal economic institutionalization, weaving a web of bilateral and minilateral preferential trade agreements. Scholarly analysis of “formal” East Asian regionalism focuses on international political and economic factors such as the end of the Cold War, the Asian financial crisis, or the rising Sino-Japanese rivalry. Yet this work pays inadequate attention to the strategies of individual government agencies, business groups, labor unions, and NGOs across the region. Moreover, most studies also fail to adequately characterize different types of trade arrangements, often lumping together bilateral accords with minilateral ones, and transregional agreements with those within the region. To fully understand this cross-national variance, this book argues that researchers must give greater attention to the domestic politics within East Asian countries and the U.S., involving the interplay of these subnational players. With contributions from leading country and regional trade specialists, this book examines East Asian and American trade strategies through the lens of a domestic bargaining game approach with a focus on the interplay of interests, ideas, and domestic institutions within the context of broader international shifts. With respect to domestic politics, the chapters show how subnational actors engage in lobbying, both of their own governments and through their links to others in the region. They also trace the evolution of interests and ideas over time, helping us to generate a better understanding of historical trends in the region. In addition to scholars of East Asian and comparative regionalism, this book will be of interest to policy-makers concerned with international trade and U.S.-Asia relations, and those interested in understanding the rich trade institutional landscape that we see emerging in the Asia-Pacific.

Peace and Security in the Asia-Pacific: Theory and Practice is a comprehensive, critical review of the established theoretical perspectives relevant to contemporary peace and security studies in the light of recent experiences. Illuminating ongoing debates in the field, the book covers some 20 theoretical perspectives on peace and security in the Asian Pacific, including realist, liberal, socialist, peace and human security, constructivist, feminist, and nontraditional security studies. The first section of the book discusses perspectives in realist security studies, the second part covers perspectives critical of realism. The author's goal is to assess whether any of the perspectives found in nonrealist security studies are capable of undermining realism. His conclusion is that each theoretical perspective has its strengths and weaknesses, leaving eclecticism as the best way to understand the region's dynamics.

Looking at instances of inter-ethnic as well as international strife, this book lays out the background to each case, analyzes the impact of unresolved and sometimes unacknowledged grievances, and weighs the prospects for overcoming the burden of history. Not all the cases inspire optimism, at least in the short term, for bitter memories have burrowed deep into society and are intertwined with issues of political power and ethnic identity. But in some parts of the region, palpable progress toward reconciliation is being made. In his conclusion, Funabashi identifies the key steps that governments and publics must take if they are to come to terms with the past.

Its nine chapters, diverse in theme and method, are united in their goal to recover a measured historicity about the conflict by either introducing new areas of knowledge or reinterpreting existing ones. Collectively, they cast doubt on the war as familiar and recognizable, compelling readers to view it with fresh eyes. Following an introduction that problematizes timeworn narratives about a “unified Japan” and its “illegal war” or “race war,” early chapters on the destruction of Japan’s diplomatic records and government interest in an egalitarian health care policy before, during, and after the war oblige us to question selective histories and moral judgments about wartime Japan. The discussion then turns to artistic/cultural production and self-determination, specifically to Osaka rakugo performers who used comedy to contend with state oppression and to the role of women in creating care packages for soldiers abroad. Other chapters cast doubt on well-trod stereotypes (Japan’s lack of pragmatism in its diplomatic relations with neutral nations and its irrational and fatalistic military leadership) and examine resistance to the war by a prominent Japanese Christian intellectual. The volume concludes with two nuanced responses to race in wartime Japan, one maintaining the importance of racial categories while recognizing the “performance of Japaneseness,” the other observing that communities often reflected official government policies through nationality rather than race. Contrasting findings like these underscore the need to ask new questions and fill old gaps in our understanding of a historical event that, after more than seventy years, remains as provocative and divisive as ever.
