Book excerpt: Asia and the Pacific’s green transition will have far-reaching implications for the global economy. Over the past decades, the region has become the engine of global economic growth. With relatively heavy reliance on coal and high energy intensity, the region has recently become the largest contributor to growth in global GHG emissions, accounting for nearly 40 percent of the total emissions in 2020. Achieving net zero by 2050 requires an energy transition at an unprecedented scale and speed, even as the region must ensure energy security and affordability. The region must also address its vulnerability to climate change as it comprises many countries highly exposed to climate hazards increasing in severity and frequency with global warming. If managed well, the green transformation in Asia and the Pacific will create opportunities for economies not only in the region, but also around the world for inclusive and sustainable growth. The global economy is still far from achieving net zero by 2050, and the Asia and the Pacific region must play its part to deliver on mitigation and adaptation goals. Understanding Asia’s perspectives on the constraints and issues with climate ambitions, climate policy actions, and constraints is central for devising climate strategies to meet climate goals. To this end, this chapter draws on novel surveys of country authorities and public in the region to distill climate ambitions and challenges faced and identify sources of major gaps in achieving mitigation and adaptation goals. Measures to help close the gaps are drawn from policy discussions with country authorities in bilateral surveillance and related studies.

This paper provides an overview of the region’s vulnerabilities, national committments to mitigate emissions, and national policies to adapt to a changing climate. The paper also discusses policy measures that may be needed to make further progress on both mitigation and adapatation. Our analysis suggests that while substantial progress is being made, there remains scope to adopt a more cohesive strategy to achieve the region’s goals—including by improving the monitoring and tracking of adaptation spending, and by laying the groundwork to equitably increase the effective price of carbon while protecting low-income and vulnerable households in the region.

A final section focuses on new perspectives on co-benefits from linking climate change with biodiversity, social justice, and through new models of co-innovation. The book is particularly timely as many countries in Asia seek to achieve objectives in the national climate policies and the Sustainable Development Goals (SDGs). The climate emergency poses an increasingly severe threat to the health and well-being of more than a billion people in Asia. Policymakers in the region have sought to curb this threat by adopting clean energy, energy efficiency, and other sectoral policies. In some cases, these policies can bring additional benefits beyond mitigating climate change. These so-called “co-benefits” --ranging from improved air quality to better health to socioeconomic equity--could not only offset the costs of climate mitigation but also make Asia’s development more sustainable. Yet all too frequently policymakers lack the analytical methods and practical experiences to incorporate co-benefits into their decisions. This has created difficulties in aligning climate and sustainable development policies in Asia.

The AIM/CGE (Asia-Pacific Integrated Modeling /Computable General Equilibrium) model, which is the core of AIM modeling framework, is used for the assessment. The first part focuses on global issues, presenting both short-term (a few decades) and long-term (century scale) assessments in the context of the Agreement’s ultimate climate goal. It also discusses policy implementation and climate risk. Part 2 is a collection of assessments of individual Asian countries, providing insights into the national situations and detailed analyses. It includes contributions from Asian countries as well as NIES (National Institute for Environmental Studies, Japan) members. The main conclusion is that many countries require changes to their energy systems change and societal transformation in order to meet emissions targets. Part 3 describes in detail the AIM/CGE model, which is used to evaluate the climate and energy policies by simulating the future economic and energy and environmental situation in the Asia-Pacific region. This section can be used as a standard text on CGE modelling in climate change mitigation.

Based on modeling analysis, the studies demonstrate the theoretical potentials and send the policymakers at COP 21 the positive message that “Asia can reach the target.” As Asian countries vary in terms of their economic strength, country-specific scenario studies for the two giants China and India as well as for Japan and Vietnam are introduced to show the different approaches for each country. Part 2 shows successful examples of how modeling analysis are reflected in actual policy development, which provides practical guidelines to help policymakers develop their own roadmaps with stakeholder dialogue, not only in Asia but also in other regions of the world. The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. While the ultimate goal of this book is to facilitate international climate regime making, local government and international organizations (United Nations, World Bank, and others) officers, researchers, international NGO/NPOs, consultants, students (particularly those studying international relationships or environmental studies), as well as reporters will find this book useful in broadening their understanding of low-carbon development in Asia.
