Book excerpt: The Social Outlook is a flagship ESCAP publication produced every two years with a dedicated focus on social development issues in Asia and the Pacific. In 2022, under the theme of The Workforce We Need, the Social Outlook focuses on building a healthy, protected and productive workforce in Asia and the Pacific to achieve inclusive and sustainable development and build back better after COVID-19 pandemic, particularly in the presence of four key megatrends including climate change, ageing, digitalization and rising inequalities which has already prompted green, demographic and digital transitions that are altering the future world of work. Through its analysis, the Social Outlook aims to strengthen the evidence base and build capacity of policymakers on how to design and expand social protection, active labour market policies and health systems to achieve a resilient workforce today and in the future. The Report is structured along six chapters. Chapter 1 sets the latest social development context in the region highlighting the need for deepening solidarity and rebuilding trust to implement the 2030 Agenda on Sustainable Development. Next, Chapters 2-4 delve into three components of a resilient workforce, namely a healthy, productive, and protected workforce and emphasize the role of such a workforce in inclusive and sustainable development. Chapter 5 discusses policy recommendations for attaining such a workforce in Asia and the Pacific and proposes the renewal of the social contract which can put the region on a path for breakthrough and prosperity. Chapter 6 concludes.

Book excerpt: The annual Asian Development Outlook analyzes economic performance in the past year and offers forecasts for the next 2 years for the 45 economies in Asia and the Pacific that make up developing Asia. Growth prospects in the region are upbeat, buoyed by favorable demand at home and abroad. A strong performance in 2017 reflected a surge in exports, which will likely abate this year and next, and rapidly expanding domestic demand. While the outlook is for steady growth, risks to it are decidedly on the downside: Trade friction could weaken recently deepened trade links, tightening US monetary policy could diminish investment in developing Asia, and rising domestic private debt may hamper growth. New technologies drive higher productivity, the foundation for economic growth, better-paid jobs, and poverty reduction. The latest technologies in robotics and artificial intelligence may threaten some jobs, however, and leave less-skilled workers behind. To maximize gains in productivity while safeguarding social welfare, governments in developing Asia should protect workers but not preserve particular jobs. Meanwhile, they should facilitate the countervailing forces in new technologies that generate new jobs. Dealing with the downsides of new technology requires synchronized effort on skills development, labor regulation, social protection, and income redistribution.

Book excerpt: Since the turn of the millennium it has become clear that the Asia-Pacific Region is, economically, the fastest growing continent in the world, and is likely to remain so for some time despite the setbacks of the COVID-19 pandemic. Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. This handbook presents a number of significant country case-studies and documents cross-cutting trends relating to, among other things: the trilemma faced by governments juggling competing claims of access, accessible cost, and quality; the balance between teaching and research; the links between labour markets (demand) and higher education (supply); preferred fields of study and their consequences; the rise of the research university in Asia; the lure of institutions of international reputation within the region; new education technologies and their effects; and, trends in government policy within the wider region and sub-regions.
