Book excerpt: The Asia-Pacific Development Journal (APDJ) is published twice a year by the Macroeconomic Policy and Financing for Development Division of the United Nations Economic and Social Commission for Asia and the Pacific.The primary objective of the APDJ is to provide a platform for the exchange of knowledge, experience, ideas, information and data on all aspects of economic and social development issues and concerns facing the region and aims to stimulate policy debate and assist in the formulation of policy.The development experience in the Asian and the Pacific region has stood out as an extraordinary example of what can be achieved when policymakers, experts, scholars and people at large harness their creativity, knowledge and foresight. The APDJ has been a proud partner in this process, providing a scholarly means for bringing together research work by eminent social scientists and development practitioners from the region and beyond for use by a variety of stakeholders. Over the years, the Journal has emerged as a key United Nations publication in telling the Asian development story in a concise, coherent and impartial manner to stimulate policy debate and assist in the formulation of policy in the region.

Its primary objective is to provide a medium for the exchange of knowledge, experience, ideas, information and data on all aspects of economic and social development in the Asian and Pacific region. The emphasis of the Journal is on the publication of empirically based, policy-oriented articles in the areas of poverty alleviation, emerging social issues and managing globalization.This special issue contains 6 selected papers, developed as spin-off of discussion at the 3rd North-East Asia Development Cooperation Forum. The Forum is one of the initiatives of subregional engagement of ESCAP to bring together researchers and practitioners of development cooperation in the four North-East Asian countries (China, Japan, Republic of Korea and Russian Federation), which are major players in development assistance, to discuss subregional cooperation to strengthen effectiveness of their initiatives. China International Development Research Network (CIDRN), Japan Society for International Development (JASID), Korea Association of International Development and Cooperation (KAIDEC), Russian Association of Experts in International Development Assistance are partnering with ESCAP in this initiative. The papers contained in this issue are submitted by the respective associations. The Forum in 2015, held in Tokyo on 31 October - 1 November 2015, was co-hosted by JASID and JICA Research Institute and had special focus on the development cooperation of North East Asian countries as a key to the means of implementation for Sustainable Development Goals (SDG).

Both have been conceptualized and translated into strong policies with massive economic and social consequences. They provide divergent responses to the environmental transition. The Neoliberal paradigm is based on economic models and geopolitical solutions. The Research and Innovation paradigm’s goal is to manage knowledge differently in order to reorient the evolution of society. Since the mid-1990s, a version of the Research and Innovation paradigm has led to the design of large-scale research and innovation policies. This book examines how these policies have evolved and how they can be extended and reformed to respond to present and future environmental constraints. It studies the mutation of the conception, organization and role of science and technology in the evolution of industrial societies and explores the future of these developments. The book offers three unique lines of enquiry. The first is to focus not specifically on economics, sociology, political science or history, but on knowledge creation from an institutional and reflexive point of view.
