Social policy in advanced capitalist countries operates through state intervention to compensate for the inadequate welfare outcomes of the labour market. Such welfare regimes cannot easily be reproduced in poorer regions of the world where states suffer problems of governance and labour markets are imperfect and partial. Other welfare regimes therefore prevail involving non-state actors such as landlords, moneylenders and patrons. This book seeks to develop a conceptual framework for understanding different types of welfare regime in a range of countries in Asia, Latin America and Africa and makes an important contribution to the literature by breaking away from the traditional focus on Europe and North America.

Rather than concentrating on geographic or chronological categories, however, the authors have arranged their subject matter thematically in order to focus on the basic needs common to all human communities. The book is divided into five major sections, each of which deals with vernacular as well as monumental structures. These five topics are discussed in terms of particular architectural solutions, comparing and contrasting geographically separated buildings and construction traditions. For example, the issue of architectural meaning is studied through symbolic gardens in China, verbal ornament in the Islamic world, and the wall paintings of Ndebele women of southeast Africa. Theoretical issues related to particular building traditions are illuminated by these juxtapositions. Next, the authors explore practical issues such as housing and food structures, climate and ecology, building materials, and architectural forms and methods. In Africa and Asia, the conceptualization of freedom for individuals and societies has been heavily influenced by the translation of specific European or American ideas of freedom into new political and social contexts. This volume represents a pioneering preliminary assessment of some of the causes and consequences of this process. Africa and Asia have too often been portrayed in Western accounts as having no historical purchase on ideas of freedom, but the chapters in this volume reveal that these societies have long had their own ideas about the proper degree of individual autonomy relative to the authority exercised by the state and other institutions.
