Book excerpt: Consistent with the key monitoring and evaluation (M&E) cycle activities outlined in the Guide to M&E of the ASCC Blueprint 2025, a Baseline Report of the ASCC Blueprint 2025 was developed in 2019-2020 upon the adoption of the ASEAN Results Framework indicators. The Baseline Report establishes the baseline status for several policy indicators that have been tracking progress toward an ASEAN Community that engages and benefits its peoples, and toward developing a community that is inclusive, sustainable, resilient, and dynamic. The Baseline Report will serve as a reference tool to assess ASEAN0́9s progress in realising the ASEAN Community Vision 2025. The report was a collaborative product of ASEAN Secretariat and National team at every ASEAN Member States under the guidance of Senior Official Committee of ASEAN Socio-Cultural Community (SOCA). It was made possible by support from the ASEAN Development Fund.

Book excerpt: On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Book excerpt: Since the passage of the ASEAN Charter in 2008, ASEAN has transformed itself from a loose economic cooperation, into a formal intergovernmental organization designed to create an “ASEAN Community” forged together in three pillar communities – the ASEAN Political-Security Community, ASEAN Economic Community, and tASEAN Socio-Cultural Community. Forty years of pre-Charter ASEAN practices, coupled with over ten years of post-Charter ASEAN practices thus far, has witnessed the conclusion of hundreds of legally binding regional treaties and similarly binding international instruments in all areas of economic, political-security, and socio-cultural concerns for Southeast Asia to achieve ASEAN’s rule of law-based development objective. Pre-Charter and post-Charter ASEAN Law is variably implemented under a hybrid governance system that depends heavily on ASEAN Member State national implementation alongside ASEAN’s evolving regional institutions. The result is not a model of deep integration as in the case of the European Union, but a particular paradigm of horizontal embeddedness of ASEAN Law – in all its norms and operational practices – contingent on the capacities and compliance of national government bureaucracies in Southeast Asia. This edited collection is a concise authoritative volume covering the practical, doctrinal, legal, and policy aspects of the new regime of ASEAN Law and its consequences for realizing rule of law-based development in Southeast Asia’s emerging single market and production base. Book excerpt: In November 2015, the ASEAN Community composed of three (3) pillars: the ASEAN Economic Community (AEC), the ASEAN Socio-Cultural Community (ASCC), and the ASEAN Political-Security Community (APSC) was established as a response by the ASEAN Member states to the need to develop a Post-2015 Vision of a cohesive, economically integrated, socially responsible and a truly people oriented, people -centered and rules-based ASEAN. Each pillar corresponds to a blueprint, and are part of the general master plan called ASEAN Community Vision 2025 with the theme "ASEAN 2025: Forging Ahead Together". This study focuses on the AEC Blueprint 2025 and its characteristics and elements. After five years upon establishment, there is a need to assess how the Philippines has fared in achieving the key result areas in the AEC Blueprint 2025. By comparing the baseline with the most recent data, this study found that the Philippines is among the middle of the pack (ranking from 4th to 6th) among the ASEAN countries. In terms of AEC vision and goals, the Philippines performance suggests that the country is generally on track and is progressing in the right direction.
