Although many articles and books have been published on the ARF, this is one of the few books that treat the forum comprehensively and from the standpoint of the region itself. It traces the ARF's origins, the efforts to move it from confidence building to "preventive diplomacy," and the forces that hold them back, analysing the strategic environment that both constrains the ARF and makes it essential. The book discusses the question of participation, describes the numerous cooperative activities that the participants undertake, and deals with the issue of institutionalization. Finally, it assesses the ARF as a forum and a process on its own terms. The book is written by the former ASEAN Secretary-General and former senior official who was involved in the ARF's early years.

Book excerpt: Trafficking in persons is a serious crime that affects the human rights, dignity and integrity of all its victims including women, men, and children in the Association of Southeast Asia Nation (ASEAN) region. ASEAN has made efforts to fight human trafficking through inter alia the establishment of regional counter-human trafficking laws and human rights bodies to establish best norms and practices for its member countries. Nevertheless, the International Labour Organization (ILO) recently declared that there are more than 11.7 million forced labor victims in the Asia-Pacific region encompassing the biggest concentration of forced labour victims in the world. This volume reviews the achievements and the deficiencies of ASEAN’s counter-human strategies at the national and regional level. It offers suggestions for the reform of ASEAN's anti-trafficking laws and for the creation of a regional anti-trafficking human rights body specialized in preventing human trafficking, promoting equal protection of all trafficking victims, and prosecuting human traffickers.

Globalisation and Economic Security in East Asia is an incisive new engagement with this important question that uses detailed conceptual exploration and fresh empirical analysis. Viewing traditional neorealist conceptions of economic security as overly narrow, this new study suggests that any conception of economic security in the contemporary era needs to also pay close attention to the nature of global capitalism, and the insecurities it generates for societies and individuals. This uniquely open-ended approach to conceptualizing economic security is supported by the East Asian experience. The country case studies included here reveal that while economic security has largely been posed as one of ensuring sustainable economic growth and equitable social development, particularly following the 1997 to 1998 Asian financial crisis, other, more realist conceptions of economic security have not become irrelevant. This is also an exploration of whether and how national, regional and multilateral institutions, as well as non-state regional mechanisms, help policy makers meet the task of governing in the interests of economic security. This book will be of great interest to all students and scholars of international relations, international political economy of East Asia globalization and security studies.

Despite pressure to end bilateral alliances in the post-Cold War world, they persist to this day, even as new multilateral institutions have sprung up around them. The resulting architecture may aggravate rivalries as the U.S., China, and others compete for influence. However, Andrew Yeo demonstrates how Asia's complex array of bilateral and multilateral agreements may ultimately bring greater stability and order to a region fraught with underlying tensions. Asia's Regional Architecture transcends traditional international relations models. It investigates change and continuity in Asia through the lens of historical institutionalism. Refuting claims regarding the demise of the liberal international order, Yeo reveals how overlapping institutions can promote regional governance and reduce uncertainty in a global context. This edited book examines another relatively underexplored set of triangular relations—those between China, Japan and Southeast Asia. The region, comprised of eleven small and medium-size states, is often considered inconsequential in the tempestuous world of international politics where political clout, economic prowess, military strength and soft power matter most. Often seen as easily dominated by extra-regional great powers, this volume reconsiders the region’s relationship with China and Japan, their two Asian neighbours to the northeast which also happen to be the world’s second and third largest economies. While China and Japan do compete for turf in Southeast Asia, states in the region do not perceive themselves as strategic pawns of these two great Asian powers but instead as proactively engaging China and Japan in the region. The country-specific case studies of this book collectively support the thesis that the Southeast Asian states actively seek to manoeuvre between China and Japan for their own advantage and at the same time grapple with developments in Northeast Asia through regional integration efforts. Through the establishment of benchmark norms and values, Southeast Asia attempts to socialise China and Japan and other external powers to the ASEAN way. Indeed, Southeast Asia as a region is now the driver of East Asian multilateralism and regionalism, and the East Asian reality is that Southeast Asia is a major political, economic and cultural player in its own right vis-à-vis the great powers.
