Book excerpt: This report presents a discussion of articulation and transfer between community colleges and four-year institutions and points to future directions for transfer education. Chapter I examines the current situation regarding transfer education including background information on transfer enrollments; a summary of the literature on transfer enrollments, and performance and persistence; performance and persistence in California and other states; and the implications of the current situation for public policy. Chapter II discusses statewide articulation and transfer and identifies three types of statewide and/or transfer agreements (i.e., formal and legally based policies, state system policies, and voluntary agreements between individual institutions or systems), and provides examples of each of these types of agreements. This chapter also examines the transfer of vocational-technical credits and the transfer potential of upper-level universities. Chapter III reviews significant developments on the international scene including an assessment of developments in Canada, the United Kingdom, Scandinavia, and Ireland. Finally, chapter IV examines some new developments in transfer education including the shift in attention from traditional college students to "the new clientele"; transfer relationships with business/industry, proprietary schools, and the military; major projects undertaken to promote the study of articulation and transfer; and current trends in the area of articulation and transfer. Book excerpt: The purpose of this causal-comparative study is to examine whether differences exist in the retention and persistence of articulation participants based on face-to-face or online degree completion. The study will determine the rate of completion of articulation participants who transfer from a North Carolina Community College to a state university in North Carolina and enroll in traditional face-to-face classes versus articulation participants who enroll in online degree completion. There is considerable literature on articulation from the perspective of student satisfaction and an administrator's perception. Substantial research on policies and procedures as well as comparison to native and transfer students. There is limited data on the persistence of articulation students based on the degree completion method. This study examines two homogenous groups, the independent variable (online and face to face degree completion program) to determine the significance of dependent variables: time to degree obtainment, grade point average and degree completion. The results of this study revealed that articulation students who enrolled in an articulation programs, online versus face-to-face degree completion, had a significant difference in time to degree obtainment in favor of online degree completion. Students in both online and face-to-face obtained similar grade point averages and graduation completion rates indicating no significant difference. One hypothesis tests rejected the null hypothesis of no difference between online and face-to-face degree completion participation groups. The study also provides descriptive statistics, data on stop outs with academic standing, withdrawals and total of institution attended.

Book excerpt: Community colleges are an increasingly important component of the higher education systems in the United States. Community college as a pathway toward a better educated workforce has been emphasized at a national and state level. Virginia's policy makers set a goal of producing 100,000 new baccalaureate degrees in the Commonwealth by 2025. Critical to meeting this goal is Virginia's Community College System. In 2005, Virginia passed the Higher Education Restructuring Act which granted students graduating from Virginia's community colleges with an associate's guaranteed admission into any state-funded, four-year institution. Building on this earlier policy, Virginia passed The Higher Education Opportunity Act of 2011. This act expanded the role of the community college and placed a greater emphasis on articulation policies and baccalaureate attainment. The effectiveness of articulation policies on community college transfer and baccalaureate attainment has been debated in the academic literature. Some have suggested to measure policy effectiveness, academic outcomes and not transfer rates, must be compared before and after policy implementation. To gauge the effectiveness of Virginia's guaranteed admission policy, this study examined archival student data for native and transfer students who achieved a junior standing at a single four-year state-funded institution. Furthermore, transfer student baccalaureate attainment rates and time to degree baccalaureate completion were compared before and after policy implementation. The study results showed native students graduated in greater percentages and have lower mean time to baccalaureate completion than transfer students; high school and college GPA are predictors of baccalaureate attainment for transfer and native students; transfer student baccalaureate attainment rates and mean time to baccalaureate completions were lower following policy implementation, or simply, fewer bachelor's degrees were awarded but those completing a baccalaureate did so in less time after policy implementation. The findings of this study suggest transfer students with baccalaureate aspiration are negatively impacted for attending community college prior to transfer and Virginia's articulation policy at the study institution had little impact on academic outcomes for transfer students following policy implementation. These single institutional results may suggest modification to Virginia's articulation policy is necessary to improve academic outcomes for community college transfer students.

With increasing economic strains on federal and state budgets, pressure on key actors in higher education, and critical teacher shortages, an opportunity presented itself to investigate state transfer policy and articulation agreements designed to facilitate student transfer. Articulation agreements are policy instruments designed to facilitate a seamless transfer of both students and credits from the community college system into senior institutions. Over the last decade increased articulation activity has taken place in the Commonwealth of Virginia driven by higher education costs and articulation specific to teacher preparation due to teacher shortages. This study is an effort to add to the literature by linking the presence of one articulation agreement to increased enrollments of Virginia Community College System (VCCS) associate degree holders into a 5-year teacher preparation program at Virginia Commonwealth University (VCU). Select academic outcomes of associate degree holders, students who took coursework in the VCCS, and native students were also examined for comparative purposes. The study engaged a quantitative, nonexperimental, cross-sectional research methodology using existing data related to the 5-year teacher preparation program at VCU. The data collected for the study originated from the initial teacher licensure M.T. (M.T.) programs which include early/elementary, and secondary (6-12) programs in English, foreign languages, history/social studies, mathematics, sciences, and special education. A master file containing 2,349 observations was created from which samples were then drawn for hypotheses testing. Ordinary Least Square regression, multiple regression, and binary logistic regression were used and the results indicated the presence of the 2004 VCU/VCCS Teacher Education Provision Admission (TEPA) articulation agreement had no impact on enrollment likelihood. Earning an associate degree was a strong predictor of graduation likelihood in the teacher preparation program and associate degree holders could also expect to earn fewer cumulative hours in the program, a potential savings of time and money. Total community college credits earned was a strong predictor of teacher licensure likelihood. Race had no impact on elapsed time spent in the teacher preparation program. The findings of this study suggest the mere presence of an articulation agreement does not guarantee increased enrollments into an academic program, in this case, a 5-year teacher preparation program. Student outcomes also suggest earning the associate degree had significant effects post transfer, almost doubling graduation likelihood. Licensing likelihood is positively affected by total community college credits earned. Results of the models testing common measures of student academic success cumulative GPA, Praxis I performance, and GRE performance had no impact on graduation likelihood. Since the extant research is not robust on 5-year teacher preparation programs, further research is recommended specifically on 5-year programs related to the effectiveness of articulation agreements on enrollments in addition to post transfer student outcomes.
