Book excerpt: Excerpt from Estimating the Cost of Work: With Special Reference to Unstandardized Operations, as in Jobbing Shops or Repair Work This incomplete discussion upon the systematic collection and use of unit costs for ordinary estimating purposes has been compiled partly from memoranda issued from time to time within the past four years by the author to the members of the hull Estimating and Planning Staff at certain Navy Yards, as a part of their instruction and training. On account of the satisfactory results obtained by the use of these notes, incomplete as they are, I have been persuaded rather than to wait several years longer for more complete data from which to prepare a scientific discussion of the problems of the average estimator, to venture at this time to contribute my mite to the cause of standardization of labor. I do this in the belief that my efforts will be supported and far surpassed by many others of kindred faith, and that at some distant day the art of Estimating the Cost of all classes of work will approach becoming a science. The ordinary tabulated matter is given, but there are also special tables for quick calculation, Including a series for estimating plaster. An hourly Wage Table has been prepared for this edition in order to save weekly calculations. The ordinary wage table is of no use to builders who pay by the hour only. Because it is part of an iterative process, planning level estimating requires an approach that yields estimates quickly and reproducibly while accounting for the effects of the most important design parameters. There are tradeoffs between accuracy and level of effort involved in preparing these estimates. As the input data becomes less precise, less effort should be expended in performing the estimate. Some guidelines are presented in this paper for developing cost functions. While the functions can be based on historic or synthetic cost data, it is easier to work with synthetic data. However, the functions must be checked with historic data before they are used. Estimating should not be considered as a process separate from planning. Planning level cost estimating is evolving from a mysterious art into a rigorous science. As such, planning level cost estimates are becoming more accurate and reproducible and easier to prepare, and thus, of greater value in decision making. (Author).
