Book excerpt: Arson is the setting of deliberate or malicious fires, and may target buildings (structural arson) or vegetation (including bushfire arson). It is a serious crime that has traditionally received little attention from researchers in Australia. Published Australian data provide some useful information on arson arrests and sentencing outcomes, however, many questions remain unanswered and there are no published Australian studies relating to arson reoffending. The aim of this study is to examine arson offending of individuals who appeared in a NSW court charged with arson or bushfire arson over a five-year period. Also examined is prior offending, defined in this study as a prior conviction, in the seven years before the arson offence. Data on all individuals who appeared in a NSW court charged with an arson or a bushfire arson offence in the five years to September 2006 were obtained from the NSW Bureau of Crime Statistics and Research. A total of 1,099 arson and 133 bushfire arson defendants (n = 1,232) were identified. The characteristics of these individuals are outlined. The diversity in known offending highlights the need for treatment programs that focus not just on fire setting but wider behavioural issues.

An ongoing series of deliberately lit wildfires can result in significant financial and environmental consequences and put life and property at risk. This Wildlife Arson Prevention Guide provides law enforcement, land management and fire agency investigators with frameworks, strategies and tactics—that can be adopted to address deliberate wildfire ignitions in their jurisdiction. Often this crime is automatically given to law enforcement agencies to solve in isolation, whereas a collaborative approach across key agencies has proven essential in apprehending offenders. This valuable guidebook fills a void in the literature, detailing a collaborative approach through the adoption of successful best practice investigation techniques. Many may be applicable to—and better serve—smaller rural communities, while others can be adopted in more populated wildfire-prone areas. This book recognises that some small rural agencies may have less capacity to address the issue and may need to modify the recommended methods; ideally, the text encourages the establishment of collaborative arrangements to work with larger or adjoining agencies, to help solve their serial wildfire arson cases. Book excerpt: Studies into arson commonly have two underlying assumptions: 1) that arsonists are in some way different from non-arsonists; and, 2) that repeat arson offenders are quantifiably different from one- time arson offenders. In general these suppositions have remained implicit in the research, with few empirical investigations examining their veracity or otherwise against a sound theoretical model. The current project sought to establish how applicable these assumptions are in the Australian context. In the process a profile of Australian arsonists has been clarified and the concept that arsonists can be differentiated from each other and from other types of offender on the basis of certain personal characteristics and offence features was supported. This information has relevance to arson treatment, rehabilitation and crime prevention applications.

This paper summarises key findings of the Australian Institute of Criminology's extensive analysis of vegetation fires attended by Australian fire agencies, and represents the first attempt to quantify the extent of deliberately lit fires in Australia, focusing on when and where deliberate fires occur, and how their distribution varies as a function of natural and human factors. The study identifies the need for improved collection and integration of key data to inform both policy and practice. Despite the limitations of the empirical data, important implications for the management of fire and the prevention of ignitions are discussed. The paper notes the need to examine management practices along the urban interface including strategies to build community cohesion in rapidly growing population centres in these interfaces. It also highlights the need to develop ongoing resourced arson reduction strategies that effectively target broad sections of the community, while maintaining strategies that target specific offenders.
