During the transition period, an incoming leader must effectively utilize the existing time to develop a keen understanding of the organization and its environment while developing strategies for organizational success. If managed properly, transitions can enable organizational improvement in a number of ways. On the other hand, poorly managed leader transitions have significant ramifications. The Army's transition team methodology is excellent in assisting strategic leader transitions. Without transition teams, it is unlikely that any incoming commander, regardless of experience, could develop an equivalent situational understanding or command strategy. Thus, transition teams are important for the Army because they provide essential assistance to strategic leaders although few are aware of the Army's transitional methodology. This monograph fills an existing literature gap on military transitions while reinforcing the importance of Army transition teams. Its purpose is to inform readers about Army transition teams to include its general processes and products created. This monograph captures key aspects of the Army's methodology based upon first-hand experience by the author during the CG TRADOC Transition Team in the fall of 2005. After modeling the CG TRADOC transitional processes and products, the monograph explores the environment and lessons learned from presidential and corporate transitions in order to identify and incorporate relevant lessons into the Army transition process and develop recommendations for improved transition team operations in the future. The methodology traces critical elements of the environment for both presidential and corporate transitions. It captures lessons learned in the form of best practices, critical outcomes and common pitfalls associated with each type of transition. Identification of commonalities enables comparison of the lessons learned and the refinement and improvement of the modeled processes and products. The resulting transition model provides both products and processes based upon an improved understanding of the lessons learned from strategic leader transitions in other environments. The monograph concludes with recommendations for improved future Army transition operations that include codifying the Army's transitional process and training it in the AMSP program.

One should question the logic of how the nation and Department of Defense is best served in transitioning four of the top six key strategic positions nearly simultaneously in the summer of 2011.This paper will first examine DoD processes, programs, or policies for senior leader transitions and the integration with strategic leadership to understand the environment of leader transitions. By way of analogy, a look at the analysis of transitions of the President of the U.S., corporate chief executive officers, and presidents of universities is offered to gain perspectives in the best practices in conducting leader transitions. Next, a review of a previously conducted Army 4-star Command strategic leader transitions between two leaders is examined to develop a transition framework. Finally, recommendations are offered for conducting U.S. Army strategic leader transitions applying corporate best of industry practices.

As such, it presents a high stakes problem-set that required an operational adaptation by a cavalry squadron conducting combat operations in Baghdad. This problematic reality triggered the struggle to find a creative response to a very deadly problem, while cultural norms served as barriers that prevented the rejection of previously accepted solutions that had proven successful in the past, even though those successful solutions no longer fit in the context of the reality of the present. The case study highlights leaders who were constrained by deeply-held assumptions that inhibited their ability to adapt quickly to a changed environment. The case study then moves on to provide an example of a successful application of adaptive leadership and adaptive work that was performed by the organization after a period of reflection and the willingness to experiment and assume risk. The case study serves as a microcosm of the challenges facing the U.S. Army, and the corresponding leadership framework presented in this monograph can be used as a model for the Army as it attempts to move forward in its effort to make adaptation an institutional imperative. The paper presents a more holistic approach to leadership where the leader transcends that of simply being an authority figure and becomes a real leader who provides a safe and creative learning environment where the organization can tackle and solve adaptive challenges. The paper concludes by recommending that U.S. Army leaders apply Harvard Professor Dean Williams's theory to the challenges confronting the Army's leader development process thereby fostering a culture of adaptive leaders.

The Army is currently conducting a post-war transition after 10 years of continuous conflict and requires a methodology for leading change. What is more, the Army has conducted significant change during many post-war transitions with varying degrees of effectiveness. Failure to address the problem of how to lead change during post-war transitions will result in an Army that is too costly to the nation and less effective for the next war. Given this, there must be a model for the Chiefs of Staff to use in leading change during post-war transitions. In defining a model for the Chiefs of Staff to use during transition this research examines how to lead organizational change develops a model to guide change, and it then applies the model to previous Chiefs of Staff to assess how they led change. The model uses a combination of Stephen M. Covey's The Speed of Trust, Gordon R. Sullivan's "Leading Strategic Change in America's Army: The Way Forward." The research then applies the model to Generals Eisenhower, Ridgway, and Abrams as they led Army change during their post-war transitions. Finally, the research provides recommendations for future Chiefs of Staff to lead change during future post-war transitions.

Today's security environment requires men and women in uniform to think critically and be creative in developing new strategies and solutions. These skills will allow our military leaders to maintain the operational initiative against an enemy who is by nature adaptive and always evolving to overcome the tremendous advantage in technological and material overmatch of the United States and many of its allies. This paper argues that the U.S. Army should continue its bold initiatives in its current Campaign of Learning and go even further. It should develop creative leaders who can exercise adaptive leadership with the capacity to provide learning environments within their organizations. Included in the paper is an analysis of adaptive challenges facing the Army. Specifically, the Army espouses the need for decentralized operations and operational adaptability, but the author argues that the Army culture is driven by control, stability, and risk aversion. A case study provides a means for analyzing the complexity of organizational leadership in the contemporary security environment. The study presents a high-stakes problem set requiring an operational adaptation by a cavalry squadron in Baghdad, Iraq. This problematic reality triggers the struggle in finding a creative solution, as cultural norms serve as barriers against overturning accepted solutions that have proven successful in the past, even if they do not fit today's reality. The case highlights leaders who are constrained by assumptions and therefore suffer the consequences of failing to adapt quickly to a changed environment. Emphasizing the importance of reflection and a willingness to experiment and assume risk, the case study transitions to an example of a successful application of adaptive leadership and adaptive work performed by the organization. The case study serves as a microcosm of the challenges facing the U.S. Army. The corresponding leadership framework presented can be used as a model for the Army as it attempts to move forward in its efforts to make adaptation an institutional imperative (Chapters 1 and 2). The paper presents a holistic approach to leadership, whereby the leader transcends being simply an authority figure and becomes instead a real leader who provides a safe and creative learning environment for the organization to tackle and solve adaptive challenges (Chapter 3). Book excerpt: As the nature of warfare evolves, the Army must produce leaders who comfortably interact with diverse populations and embrace complexity. This emerging truth dictates a need for change in how Army officers are trained and selected to lead at the highest levels in order to regain the initiative in managing today's fluid operational environment. The concept of strategic leadership, therefore, must be examined closely in Army doctrine. Social, cultural, and complex problem-solving skills are becoming a priority and must be developed in young officers to provide enough knowledge for senior leaders to leverage later in their careers. Rarely does the typical Army career prepare someone to succeed in the strategic arena where the non-military elements of national power carry greater effects than large numbers of troops and equipment. The basic question addressed in this study is “how effective is the U.S. Army at developing strategic thinkers capable of leading decisively in complex and adaptive environments?” To answer this question, three distinct areas are analyzed: (1) the ability of the Officer Education System (OES) to distinguish critical abilities deemed necessary to succeed in the modern security environment, (2) the ability of the Officer Evaluation Reporting System (OERS) to measure an individual's dedication to self study and lifelong education, and (3) the ability of the same OERS to measure individual skills acquired through operational experience. The Army's current OES pushes the most complex topics to the final stages of an officer's educational career. As a result, few officers get a chance to expand their intellectual boundaries through critical and creative thinking prior to their field grade experience. Doing business this way denies the opportunity for junior level officers to develop the requisite skills needed to excel in the strategic arena. The Army must promote advanced educational opportunities as healthy and necessary to a young officer's career. As the key process for reporting a leader's abilities and potential for advancement, the OERS focuses primarily on current performance and provides little incentive to highlight an officer's dedication to career-long professional development. The over-valuing of short-term success negates the potential benefits of continuous learning, a long-term endeavor. The result of such short-sightedness stifles innovation while entrenching a “business as usual” approach to leadership development ignoring the changing operational environment. The personnel management system continues to emphasize combat deployments, regardless of skills acquired, over an officer's need for professional development. The current version of the OER fails to utilize the leader development aspects it was designed to accomplish. The Army must look into traits and attributes particular to leaders at the senior levels in order to develop context-based evaluation systems. Junior and senior level leaders should not be evaluated on the same scale. A way to accomplish this is to establish qualitative standards for branch qualification based on operational experiences, not just on the number of months assigned. To force a change in the culture and career progression of leaders prepared for 21st century warfare, the officer education and evaluation methodologies must adapt to reflect the complexities of the contemporary operating environment. To accomplish this, the Army must adjust its leader development systems to recognize and promote strategic thinking much earlier than in past generations.
