Book excerpt: The Army Energy Plan describes the current and projected (to the year 2000) energy situation in which the Department of the Army (DA) must operate and summarizes those actions and programs which have been developed and/or are needed to cope with those conditions. It addresses the Army goals, objectives, policies, and programs for all Army activities. World industrial growth during the past century has been characterized and hastened by the widespread availability of inexpensive energy, primarily petroleum. The Arab oil embargo of 1973 served to drive home a number of points, key among them being that the world's principal oil consumers are not the major oil producers. The Middle East and Africa have an estimated 67 percent of the petroleum reserves while Western Europe and the Western Hemisphere have only 16 percent. By most estimates, these reserves are expected to be exhausted within the next 70 years. In the year following the 1973 oil embargo, prices for petroleum rose threefold, signaling the end of the cheap oil. In the decade of the seventies, the price of imported crude oil has risen from $1.80 per barrel to an exorbitant $30.00 per barrel. The combined threats of exhaustion and high cost mandate the use of alternate sources of energy. The distribution of alternate sources of recoverable oil, such as tar sands and oil shale, favor the Western Hemisphere, but economical recovery techniques have not been developed.

The Campaign Plan has been developed to implement the Army Energy Strategy for Installations (Energy Strategy) and sets forth the Army's energy goals for the next 25 years. The Campaign Plan defines the actions, the short-term, mid-term, and long-term approaches, and the tools, technologies and projects required to ensure the Army successfully achieves long-range energy and water goals and arrives at the preferred end state. The Energy Strategy sets the general direction for the Army with five major initiatives that are supported by specific objectives. These initiatives are: Eliminate energy waste in existing facilities. Eliminate and reduce energy inefficiencies that waste natural and financial resources, and do so in a manner that does not adversely impact comfort and quality of the facilities in which Soldiers, their families, civilians, and contractors work and live. Increase energy efficiency in new construction and renovations Increase the use of energy technologies that provide the greatest cost-effective energy efficiency, and support environmental considerations. Reduce dependence on fossil fuels Increase the use of clean, renewable energy, and improve efficiency of existing energy systems to reduce dependency on fossil fuels and to optimize environmental benefits and sustainability. Conserve water resources. Reduce water use to conserve water resources for drinking and domestic purposes. Improve energy security. Provide for the security and reliability of energy and water systems in order to provide dependable utility services.

Book excerpt: The current state of the energy grid in the United States is a threat not only to energy production and way of life but also to our national security. Currently the energy infrastructure is extremely vulnerable, not resilient, and susceptible to a host of physical and cyber attacks. In the event of a major attack against the United States, the energy grid would be a vulnerable and important target that might cripple our military capacity to project forces. In addition to the threat that is posed by a fragile energy grid, the military is also under pressure from the senior decision and policy makers to use more renewable energy. With more than 30 presidential mandates having been imposed on the Army, significant funding cuts, and a strategic objective to have secure and reliable energy from renewable sources, the Army must have a defensible and transparent investment strategy and a means to assess economic and non-economic value of energy investments. Unfortunately, there are insufficient funds for resourcing renewable energy projects focused solely on energy security. This study attempts to use multi objective decision analysis and data envelopment analysis to evaluate value as a function of life cycle costs of different energy security measures and renewable energy for military installations. We used a portfolio approach in an effort to capture both the true costs and to develop technology feasible alternatives. This study will propose methods, processes, and tools for the decision makers to compare the portfolios' value and cost effectiveness. This paper will culminate in a demonstration of the methodology to illustrate its' utility.
