Book excerpt: The Army Energy and Water Campaign Plan for Installations (Campaign Plan) will ensure that the Army provides safe, secure, reliable, environmentally compliant, and cost-effective energy and water services to Soldiers, their families, civilians, and contractors on Army installations. The Campaign Plan has been developed to implement the Army Energy Strategy for Installations (Energy Strategy) and sets forth the Army's energy goals for the next 25 years. The Campaign Plan defines the actions, the short-term, mid-term, and long-term approaches, and the tools, technologies and projects required to ensure the Army successfully achieves long-range energy and water goals and arrives at the preferred end state. The Energy Strategy sets the general direction for the Army with five major initiatives that are supported by specific objectives. These initiatives are: Eliminate energy waste in existing facilities. Eliminate and reduce energy inefficiencies that waste natural and financial resources, and do so in a manner that does not adversely impact comfort and quality of the facilities in which Soldiers, their families, civilians, and contractors work and live. Increase energy efficiency in new construction and renovations Increase the use of energy technologies that provide the greatest cost-effective energy efficiency, and support environmental considerations. Reduce dependence on fossil fuels Increase the use of clean, renewable energy, and improve efficiency of existing energy systems to reduce dependency on fossil fuels and to optimize environmental benefits and sustainability. Conserve water resources. Reduce water use to conserve water resources for drinking and domestic purposes. Improve energy security. Provide for the security and reliability of energy and water systems in order to provide dependable utility services.

The CEWMP is directed by Installation Management Command (IMCOM) and designed to assist installations in satisfying the following: (1) Energy Policy Act (EPAct) of 2005; (2) Executive Order (EO) 13423; (3) Energy Independence and Security Act (EISA) of 2007. It also intends to address the recommendations provided by the following: (1) Army Energy and Water Campaign Plan (AEWCP) 2007; (2) American National Standards Institute 2000/Management System for Energy 2005 (ANSI/MSE 2000:2005). The CEWMP serves as a roadmap for how Redstone Arsenal (RSA) will meet and exceed the various provisions and mandates listed above.

The focus of this paper is current and future energy demand for Army facilities and how demand will be met in the face of global resource shortages. Utility services for facilities on Army installations include: purchased electricity, steam, hot water and other utilities, and operation of electrical, heating, air conditioning, refrigeration, water distribution, and wastewater collection and treatment systems worldwide. In recent years, facility energy costs have escalated and demand has increased due to higher wartime operating tempo. This paper examines the impact this trend has on national security and the Army budget. This includes a survey of the Energy Policy Act of 2005 (EPACT 2005) and other defense relevant directives and an assessment of their impact on resulting Army energy strategy (e.g., Army Energy Strategy for Installations, Army Energy and Water Campaign Plan for Installations, etc.). This paper also addresses what the Army has accomplished to meet energy goals. Lastly, it considers the effect of energy efficiencies and employment of alternative sources of energy as well as the implications of failing to invest sufficient resources today to meet future energy demand.

Book excerpt: Rising sea levels and altered weather patterns are expected to significantly alter coastal and inland environments for humans, infrastructure and ecosystems. Potential land-use changes and population increases, coupled with uncertain predictions for sea level rise and storm frequency/intensity represent a significant planning challenge. While efforts to mitigate climate change continue, plans must be made to adapt to the risks that climate change poses to humans, infrastructure, and ecosystems alike. This book addresses integrated environmental assessment and management as part of the nexus of climate change adaptation. Risk analysis has emerged as a useful approach to guide assessment, communication and management of security risks. However, with respect to climate change, an integrated, multi-criteria, multi-hazard, risk-informed decision framework is desirable for evaluating adaptation strategies. The papers in Part 1 summarize societal and political needs for climate change adaptation. Part 2 includes papers summarizing the state of the art in climate change adaptation. Three further parts cover: the process of change in coastal regions, in inland regions, and, finally, the potential challenges to homeland security for national governments. Each of these parts reviews achievements, identifies gaps in current knowledge, and suggests research priorities.
