This book presents a fundamental departure in presenting an analysis of the internal dynamics of defence management and decisionmaking in Pakistan - a new nuclear weapon state. This is an in-depth study of Pakistan's security link with its arms suppliers and defence industrial capacity, and the influence of Pakistan's Army on conventional and non-conventional defence decisions. The analysis is backed with numerous case studies of defence decisions carried out from 1979-99.

Book European Defence Decision Making

Download or read book European Defence Decision Making written by Antonio Calcara and published by Routledge. This book was released on 2020-03-02 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book comparatively examines the preferences of four key arms-producing states towards European joint armaments programmes. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to "capture" the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements. This book will be of much interest to students of EU policy, defence studies, European politics and International Relations.

Book The Mx Decision

Download or read book The Mx Decision written by Lauren H Holland and published by Routledge. This book was released on 2019-06-26 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: Focusing especially on the history of the MX program, this book examines the process of U.S. weapons procurement decision making. The authors demonstrate that strategic and general political factors (as opposed to bureaucratic concerns) play a far more decisive role in the decision-making process than is indicated in previous studies of weapons procurement. They also point to the significant contributions of congressional and public debate in influencing U.S. policy concerning weapons procurement. The authors conclude that the pattern of decision making with regard to the MX reflects a change that began in the 1970s and thus will be significant in explaining procurement policy in the decade ahead.

Book New Challenges New Tools for Defense Decisionmaking

Download or read book New Challenges New Tools for Defense Decisionmaking written by Stuart E. Johnson and published by Rand Corporation. This book was released on 2003-03-31 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.
