Thus, Hedley Bull’s classic definition of arms control as the "cooperation between antagonistic pairs of states in military affairs" needs to be amended by a new notion of coercive arms control as the set of non-cooperative and non-reciprocal measures to restrict the weapons or military capabilities of certain states. This volume addresses the topic of how this ongoing paradigmatic shift will affect the effectiveness of arms control as a conflict management instrument.While some argue that new instruments can complement and strengthen traditional, multilateral and inclusive arms control regimes, others maintain that conflicts and contradictions between coercive and cooperative arms control regimes will severely limit their effectiveness. Examining a diverse set of cases, including the Washington Naval Conference, The World Disarmament Conference at Geneva, the Baruch Plan for the International Control of Atomic Energy, and the SALT I Accords (including the ABM Treaty), this volume presents a persuasive, comprehensive and interesting contribution to the literature on arms racing and arms control, and should be of interest to students of international relations theory and security studies. By presenting a theoretical-informed model that explicitly links the security strategies of states to their choices about development and deployment of new weapons and, consequently, their willingness to engage in arms control cooperation, this book provides an important refinement upon existing theoretical and historical approaches.

The end of the Cold War, the dissolution of the Soviet Union, and the potential for nuclear weapons acquisition among revisionist states, or even non-state actors including terrorists, creates the possibility of a 'wolves eat dogs' phenomenon in the present century. In the 21st century, three forces threaten to undo or weaken the long nuclear peace and fast-forward states into a new and more dangerous situation: the existence of large US and Russian nuclear weapons arsenals; the potential for new technologies, including missile defenses and long-range, precision conventional weapons, and a collapse or atrophy of the nuclear nonproliferation regime, and the opening of the door for nuclear weapons to spread among more than the currently acknowledged nuclear states. The idea of comprehensive security cooperation among the major military establishments to form an inclusive international security arrangement has been only barely acknowledged and is only partially developed. The basic principle of cooperation has been proclaimed in general terms in the Paris Charter issued in November of 1990. Important implementing provisions have been embodied in the Strategic Arms Reductions Talks (START), Conventional Forces in Europe (CFE), and Intermediate-Range Nuclear Forces (INF) treaties. Except for the regulation of U.S. and Commonwealth of Independent States (CIS) strategic forces, however, these arrangements apply only to the European theater and even there have not been systematically developed. The formation of a new security order requires that cooperative theaters of military engagement be systematically developed. Clearly that exercise will stretch the minds of all those whose thinking about security has been premised on confrontational methods. Nonetheless, such a stretching is unavoidable. The new security problems are driven by powerful forces, reshaping the entire international context. They impose starkly different requirements. They will deflect even the impressive momentum of U.S. military traditions. The eventual outcome is uncertain. It turns upon political debates yet to be held, consensus judgements yet to form, and events and their implications yet to unfold. Fundamental reconceptualization of security policy is a necessary step in the right direction, and it is important to get on with it. Getting on with it means defining the new concept of cooperative security, identifying the trends that motivate it, outlining its implications for practical policy action, and acknowledging its constraints. These tasks are the purpose of this essay.
