Book excerpt: This report assesses water security in Argentina, using a conceptual framework developed by the World Bank. The effects of the pandemic reinforce the importance of safe access to water, hygiene, and sanitation, both as the first barrier against virus transmission and as an essential factor during recovery to mitigate secondary impacts on livelihoods and community well-being. The clear need to ensure that water is available in sufficient quantity and quality for human and productive uses, together with controlling the effects of the excess of water, highlights its central role in the economy, and in particular in securing the well-being of vulnerable communities. Argentina is already taking key steps to close water security gaps. It is increasing access to water and sanitation services with a focus on the most vulnerable; defining planning instruments such as national water plans; reinforcing tools such as the national information system for water and sanitation, the national water network information system (SNIH) and management and results plans (PGRs) for public service companies; expanding the regulatory framework with law 27,520 on minimum budgets for adaptation to and mitigation of climate change; and creating new entities such as the national directorate of drinking water and sanitation (DNAPyS). This study builds on these efforts and recommends steps to take toward becoming a more water-secure country by 2030.

Book excerpt: This brief for policy makers is a summary of the main conclusions derived from the "Argentina: Valuing Water" report, a detailed and technical water security diagnostic, and is designed for decision makers beyond the water sector. Its main purpose is to make visible the importance of water, and the cost of existing water security gaps on Argentina's economy, society and environment. The report further highlights the causes behind those water security gaps and identifies opportunities to close them and make the country more resilient to climate change or to other shocks such as the COVID-19, through a more sustainable, inclusive and efficient water management. The document assesses the water security situation today, evaluating the impacts of these water security gaps in the country's GDP, and then proposes two future scenarios up to 2030: the first one is a "business as usual" scenario, where there are no changes in the way water is managed today, and where water security gaps perpetuate or amplify due to climate change and growing demands. The second "active scenario" is that one where a series of investments are proposed to close the existing gaps, and where, most importantly, a number of water governance reforms are recommended to complement such investments and to make them more sustainable. These reforms are also necessary to use public funds more efficiently, a priority measure in times of crisis.

Book excerpt: Transparent, rule-based decisionmaking is important to maintaining public trust in regulated infrastructure. The Buenos Aires water and sanitation concession led to remarkable improvements in delivery and coverage of services and to lower prices for consumers. But a poor information base, lack of transparency in regulatory decisions, and the ad hoc nature of executive branch interventions make it difficult to reassure consumers that their welfare is being protected and that the concession is sustainable.The signing of a concession contract for the Buenos Aires water and sanitation system in December 1992 attracted worldwide attention and caused considerable controversy in Argentina. It was one of the world's largest concessions, but the case was also interesting for other reasons. The concession was implemented rapidly, in contrast with slow implementation of privatization in Santiago, for example. And reform generated major improvements in the sector, including wider coverage, better service, more efficient company operations, and reduced waste. Moreover, the winning bid brought an immediate 26.9 percent reduction in water system tariffs.Consumers benefited from the system's expansion and from the immediate drop in real prices, which was only partly reversed by subsequent changes in tariffs and access charges. And these improvements would probably not have occurred under public administration of the system. Still, as Alcazar, Abdala, and Shirley show, information asymmetries, perverse incentives, and weak regulatory institutions could threaten the concession's sustainability. Opportunities for the company to act opportunistically - and the regulator, arbitrarily - exist because of politicized regulation, a poor information base, serious flaws in the concession contract, a lumpy and ad hoc tariff system, and a general lack of transparency in the regulatory process. Because of these circumstances, public confidence in the process has eroded. The Buenos Aires concession shows how important transparent, rule-based decisionmaking is to maintaining public trust in regulated infrastructure.This paper - a product of Regulation and Competition Policy, Development Research Group - is part of a larger effort in the group to analyze institutional issues in regulated infrastructure. The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. Additionally, the volume makes clear that the outlook for the poorest and the future of hundreds of growing cities are threatened by climate change. This book looks into the future by analyzing present and relevant data and gains insight from the different developmental stages of the hemisphere.

Book excerpt: The study reviews the challenges water resources management faces, and the opportunities for policy formulation towards sustainable development in Argentina, where regardless of prudent public finances management, water resources management remain disproportionately backward compared to regional, and international best practices. Hence, within a frame of reference on the country's population, institutions, and legal framework, the study examines the current, accelerated degradation of water quality, where arsenic and nitrate pollution are found in groundwater, a main source of drinking water supply in some rural areas, aggravated by the uncontrolled dumping of raw wastewater in urban areas. The uses, and management of drinking water, and sewage are analyzed, revealing eighty-one percent of urban populations are connected to drinking water networks, and only thirty-eight percent to sewer networks. Upon review of the irrigation sector, which accounts for seventy percent of all extractions of water consumption uses, the study shows very low levels of efficiency, compared to similar experiences in other countries. Integrated and modern water management is suggested, and recommendations include: preservation of groundwater resources; promotion of policies, and actions to control surface water pollution; increased coverage to reduce toxicity risks in drinking water; and, modernization of sanitation, and irrigation systems.
