Book Road User and Mitigation Costs in Highway Pavement Projects

Download or read book Road User and Mitigation Costs in Highway Pavement Projects written by David Leonard Lewis and published by Transportation Research Board. This book was released on 1999 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis report will be of interest to transportation agency planners; design, construction, and maintenance engineers; and administrators, managers, economists, and other decisionmakers involved in programming highway pavement projects. This synthesis describes current practice with regard to road user and mitigation costs in highway pavement projects. Information for the synthesis was collected by surveying U.S. and Canadian transportation agencies and by conducting a literature search of both domestic and foreign publications. This report of the Transportation Research Board provides detailed information on the various methods employed by transportation agencies to estimate user costs. The advantages and disadvantages of each are reported. Information on the various components of user costs (that is, time related, vehicle operating, safety, and environmental costs) is also included. In addition, the study reports on the various mitigation strategies available to agencies to reduce user costs. Information is also provided on how user costs and mitigation strategies have been applied to evaluate different alternatives; and how uncertainties, political considerations, and quality control contribute to the decisionmaking process.

Book Incorporating Intermodalism Into Freeway System Planning

Download or read book Incorporating Intermodalism Into Freeway System Planning written by Carol H. Walters and published by . This book was released on 1996 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research enhances the Dallas System Planning Study, which presented a methodology for selecting the least-cost alternative for freeway improvement projects for the Dallas area. This study includes data from other freeway and High Occupancy Vehicle (HOV) systems from around the country. The congestion cost analysis was improved by developing a linear relationship between vehicular volume or flow and delay. Cost estimating procedures for fuel consumption, and delay to passenger and commercial vehicles are included in the alternative analysis. The new methodology is a more complete analysis of the costs and benefits of alternatives, and is applicable to other communities in their selection of freeway improvement alternatives. It also allows the alternative with the least energy consumption to be identified. The results of this project will be implemented to reduce energy consumption in Texas by allowing planning teams to select the least energy intensive alternative being considered for any freeway corridor or system plan.

Book Highway Planning and Operations for the Dallas District

Download or read book Highway Planning and Operations for the Dallas District written by John C. Brunk and published by . This book was released on 1997 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The System Planning Methodology was developed jointly by the Texas Department of Transportation (TxDOT), North Central Texas Council of Governments (NCTCOG), Dallas Area Rapid Transit (DART), and Texas Transportation Institute (TTI) as a transportation corridor and system analysis tool that would bridge the gap between regional planning and detailed corridor design. It allows for the examination of peak hour person movement for different facility types within a corridor and estimates associated public costs (e.g., right-of-way, construction, operation, congestion, and environmental costs). The objective of the methodology is to find the lowest total public cost alternative. This project extends the methodology to include costs associated with traffic incidents (nonrecurrent congestion) and tests the results on five corridors in the Dallas area to determine if it alters the recommended alternative previously identified for each corridor. It also adds toll lanes and high occupancy/toll lanes (HOT) as alternatives that can be evaluated against other combinations of general purpose lanes, high occupancy vehicle (HOV) lanes, and express lanes.
