Book excerpt: Social security is the single most important fiscal issue facing the Brazilian government today. This report summarizes the state, and potential policy implications, of the Brazilian Social security system. It also discusses policy recommendations for: social security and pensions, the national social security system, government pensions and funds, and the complementary pension systems. An overview of the social security challenge reviews the system components, revealing unsustainable fiscal imbalances and administrative weaknesses in both the unreformed General Regime for Social Security (RGPS), and the Pension Regime for Government Workers (RJU), with large tax-related distortions, and labor market inefficiency. Thus the goals of Brazil's reforms are to reduce fiscal deficits, lower actuarial imbalances, increase equity and redistribution, reduce collateral inefficiencies, and facilitate growth of funded pensions. The study implies there is no recourse for the country, but to lower the high, uniform replacement rates (experience suggests that rates higher than 40-70 percent, cannot be sustained). The key to effective reform of social security is widening the debate to include potential winners from these changes, particularly the private sector, the young, and the poor. Policy recommendations suggest that the adverse equity effects of RGPS reforms should be widely publicized to generate political support for deeper RJU reform.

Book excerpt: Brazil is a country of city dwellers undergoing radical transformation: over 85 per cent of the country’s citizens live in cities and over 40 per cent of the population live in metropolises of more than a million people. Whereas previously urban growth had been ad hoc, preparation for the FIFA World Cup in 12 cities across the country in 2014, and for the upcoming Olympic and Paralympic Games in Rio, changed all that. Several Brazilian cities have proactively invested in infrastructure and the public realm. And a number of projects by international ‘starchitects’ have heightened interest in Brazil from architects and urban practitioners abroad. The failure of public authorities to meet their ambitious aspirations for the sporting mega-events sparked a series of street protests across the country under the banner of ‘the right to the city’, beginning in 2013. For Brazil, this was an entirely new phenomenon, one which has unveiled the potential for bottom-up influences to effect urban change. The focus of this issue, though, is on design projects that contribute a strong sense of place to their respective cities, highlighting also the integration of landscape design in urban planning and community interventions that seek to address the enormous disparity between the lives of the country’s rich and poor. The politically active Base Ecclesial Communities and the progressive posture of the Roman Catholic Church contrasted with a steadily growing number of evangelicals, mostly aligned with the military regime but attractive precisely to the poor. After democratic transition in the mid-1980s, the context changed considerably. Democracy, growing religious pluralism and mobility, a vibrant civil society, the political ascension of the Worker's Party and growing wealth, albeit within a continuously wide social gap, are some of the elements that show the need of a new approach to theology. It must be a theology that is both critical and constructive, resisting and cooperative, a theology that is able to give orientation to the churches, valuing and encouraging their contribution in society while avoiding attempts of imposition. The Churches and Democracy in Brazil, the fruit of years of interdisciplinary study of the Brazilian context and its main churches and theology, makes its case for an ecumenically articulated public theology. It seeks inspiration mainly in Luther and Lutheran theology, emphasizing human dignity, freedom, trust, the disposition to serve, and the ability to endure the ambiguities of reality, as well as a fresh interpretation of the doctrine of the two regiments. These are the fundamental elements of what makes human beings full members of the body politic: citizenship, their right to have rights and to be able to effectively live them, together with their corresponding duties, in a move of growing political participation conscious of their religious motivation in view of the commonweal.

Book excerpt: En La evolución geográfica de la productividad y el empleo: Ideas para lograr un crecimiento inclusivo a través de una perspectiva territorial en América Latina y el Caribe se utiliza una perspectiva territorial para comprender las tasas de crecimiento económico persistentemente bajas de América Latina y el Caribe (ALC). Utilizando nuevos datos y métodos, se muestra que la desindustrialización, la distancia y las divisiones son factores interrelacionados que explican la paradoja de la productividad urbana en ALC, a saber: las ciudades densamente pobladas deberían estar entre las más productivas del mundo, pero no lo están. Las ciudades de ALC se han visto frenadas por la falta de dinamismo, la mala conectividad y las divisiones en barrios pobres y prósperos desconectados. A causa de la desindustrialización, el empleo urbano se ha desplazado, especialmente en las ciudades más grandes de la región, de las manufacturas a actividades no comercializables menos dinámicas y de baja productividad, como el comercio minorista y los servicios personales y de otra índole, que se benefician menos con la aglomeración, sobre todo en ciudades muy congestionadas. Si bien el empleo en el sector de los servicios comercializables urbanos ha aumentado, el alza ha sido lo suficientemente firme como para compensar la disminución del empleo en el sector manufacturero. Al mismo tiempo, los problemas de conectividad interurbana han menoscabado el desempeño de la red de ciudades de la región, dado que restringen el acceso a los mercados y la capacidad de las empresas para beneficiarse de la especialización reubicándose en ciudades más pequeñas. Dentro de las ciudades, la conectividad deficiente y la segregación del mercado laboral residencial han limitado los beneficios de la aglomeración a los vecindarios de los distritos comerciales centrales donde operan las empresas formales. La informalidad ha persistido en los barrios de bajos ingresos, cuyos habitantes enfrentan múltiples privaciones. En cambio, muchas zonas agrícolas y mineras se han beneficiado con la fuerte demanda de productos básicos por parte de China y otras economías de rápido crecimiento, particularmente durante la década dorada (2003-13), lo que llevó a una disminución de la desigualdad territorial en la mayoría de los países de la región. Se concluye que, para fomentar el crecimiento inclusivo, los países deben transformar más eficientemente la riqueza natural en capital humano, infraestructura e instituciones, y mejorar la competitividad de la economía urbana. En tal sentido, se esbozan los contornos de dicha strategia de desarrollo, identificando las prioridades en materia de políticas a nivel nacional, regional y local.
