It provides evidence that what we believe we know in international development is often distorted or unbalanced by errors, myths, biases and blind spots. Undue weight has been attached to standardised methodologies such as randomized control trials, systematic reviews, and competitive bidding: these are shown to have huge transaction costs which are rarely if ever recognized in their enormity. Robert Chambers contrasts a Newtonian paradigm in which the world is seen and understood as controllable with a paradigm of complexity which recognizes that the real world of social processes and power relations is messy and unpredictable. To confront the challenges of complex and emergent realities requires a revolutionary new professionalism. Children who receive music lessons, or learn a second language before age 7-8 are more proficient as adults. Early exposure to drugs or trauma makes people more likely to become addicted or depressed later life. Rat pups exposed to specific frequencies from 9-13 days post-partum show expanded cortical representations of these frequencies. Young birds must hear and copy their native song within 1-2 months of birth or they may never learn it at all. These are examples of sensitive periods: developmental windows where maturation and specific experience interact to produce differential long-term effects on the brain and behavior. While still controversial, evidence for the existence of sensitive periods has grown, as has our understanding of the underlying mechanisms of brain plasticity. Behavioral evidence from studies of language, psychopathology or vision in humans has been complemented by evidence elucidating molecular, gene and hormonal mechanisms in animals. It has been proposed that sensitive periods can be both opened and closed by specific experience, and that there are multiple, overlapping sensitive periods that occur through-out development as functions come on line. It is also likely that experience-dependent behavioral or brain plasticity accrued during one sensitive period can serve as a scaffold on which later experience and plasticity can build. Based on current knowledge, there are a number of broad questions and challenges to be addressed in this domain, these include: generating new information about the neurobiological mediators of structural and functional changes; proposing models of brain development that will better predict when sensitive periods should occur and what functions are implicated; investigation of the interaction between experience during a sensitive period and pre-existing individual differences; and the relationship between experience during a sensitive period and on-going experience. The goal of this Research Topic is to bring together scientists in different fields whose work addresses these issues, including animal and human developmental neuroscience, language and cognitive development, education, developmental psychopathology and sensory neuroscience.

Book excerpt: There is a growing focus on gender-sensitive approaches and women’s empowerment in the water, sanitation, and hygiene sectors. At the same time, there is a lack of metrics to measure women’s empowerment in the WASH sector. Such metrics are important for understanding the types of programmatic interventions that are most needed for addressing women’s empowerment, as well as for assessing their impacts on women’s empowerment. In this report, we describe the development of a Women’s Empowerment metrics for Water, Sanitation, and Hygiene (WE-WASH). We collected data from individual women and men in 812 households in Malawi and 826 households in Nepal. Using the data, we develop 14 indicators and establish cutoff thresholds (i.e., whether the individual is empowered) in the areas of intrinsic, instrumental, and collective agency in WASH; instrumental and intrinsic agency in menstrual hygiene management; and the empowerment environment (or resources for empowerment). In each country, we observe differences in empowerment levels between women and men, that favor men on most outcomes. Notably, in both countries, we find that women are much less likely than men to contribute to WASH infrastructure decisions, and most women are spending an undue amount of time contributing to WASH-related labor. In Nepal especially, agency related to menstrual hygiene management is also a substantial area of disempowerment for women.

Reliable statistics, including estimates of economic growth rates and per-capita income, are basic to the operation of governments in developing countries and vital to nongovernmental organizations and other entities that provide financial aid to them. Rich countries and international financial institutions such as the World Bank allocate their development resources on the basis of such data. The paucity of accurate statistics is not merely a technical problem; it has a massive impact on the welfare of citizens in developing countries. Where do these statistics originate? How accurate are they? Poor Numbers is the first analysis of the production and use of African economic development statistics. Morten Jerven's research shows how the statistical capacities of sub-Saharan African economies have fallen into disarray. The numbers substantially misstate the actual state of affairs. As a result, scarce resources are misapplied. Development policy does not deliver the benefits expected. Policymakers' attempts to improve the lot of the citizenry are frustrated. Donors have no accurate sense of the impact of the aid they supply. Jerven's findings from sub-Saharan Africa have far-reaching implications for aid and development policy. As Jerven notes, the current catchphrase in the development community is "evidence-based policy," and scholars are applying increasingly sophisticated econometric methods-but no statistical techniques can substitute for partial and unreliable data.
