Both reviews of the SBA were concluded on time and all program conditionality was met. The arrangement expired on June 25, 2021.

Book excerpt: Inside Inequality in the Arab Republic of Egypt: Facts and Perceptions Across People, Time, and Space comprises four papers prepared in the framework of the Egypt inequality study financed by the World Bank. The first paper, by Sherine Al-Shawarby, reviews the studies on inequality in Egypt since the 1950s with the double objective of illustrating the importance attributed to inequality through time and of presenting and compare the main published statistics on inequality. The second paper, by Branko Milanovic, turns to the global and spatial dimensions of inequality. The Egyptian society remains deeply divided across space and in terms of welfare, and this study unveils some of the hidden features of this inequality. The third paper, by Paolo Verme, studies facts and perceptions of inequality during the 2000-2009 period, which preceded the Egyptian revolution. The fourth paper, by Sahar El Tawila, May Gadallah, and Enas Ali A.El-Majeed, assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. This is a particularly important and timely topic to address in light of the unfolding developments in the Arab region. The book should be of interest to any observer of the political and economic evolution of the Arab region in the past few years and to poverty and inequality specialists interested in a deeper understanding of the distribution of incomes in Egypt and other countries in the Middle East and North Africa region. As President of Egypt from 1956 to 1970, he could have achieved a peace agreement with Israel, yet he preferred to maintain his unique leadership role by affirming pan-Arab nationalism and championing the liberation of Palestine, a common euphemism for the destruction of Israel. In that era of Cold War politics, Nasser brilliantly played Moscow, Washington, and the United Nations to maximize his bargaining position and sustain his rule without compromising his core beliefs of Arab unity and solidarity. Surprisingly, little analysis is found regarding Nasser’s public and private perspectives on peace in the weeks and months immediately after the 1967 War. Nasser’s Peace is a close examination of how a developing country can rival world powers and how fluid the definition of “peace” can be. Drawing on recently declassified primary sources, Michael Sharnoff thoroughly inspects Nasser’s post-war strategy, which he claims was a four-tiered diplomatic and media effort consisting of his public declarations, his private diplomatic consultations, the Egyptian media’s propaganda machine, and Egyptian diplomatic efforts. Sharnoff reveals that Nasser manipulated each tier masterfully, providing the answers they desired to hear, rather than stating the truth: that he wished to maintain control of his dictatorship and of his foothold in the Arab world.

The underlying premise is that ensuring equality of opportunity entails leveling the playing field in such a way that every child, regardless of the circumstances of his/her birth, will have an equal chance to succeed in life. This report analyzes the extent of provision of equal access to basic opportunities to all children (including healthcare, education, clean water and sanitation), and identifies the main circumstances that affect it and therefore determine human development outcomes. The analysis in this report builds on the concepts and ideas developed in the World Development Report (WDR). The findings are aimed at supporting debates and discussions, within and outside the Government of Egypt, on the need to ensure equality of opportunity, to contribute to the development of policies and institutions for children and youth, and to provide an improved sense of hope and social justice for the future and help build a more equitable society in the post-Mubarak era. The report is structured as follows: section one presents the background and motivation for the study; section two deals with early risk factors and associated health and education outcomes for children; and section three presents the estimates of inequality of opportunity among children. Details about the data sources and various analyses presented are included in the annexes.

Adding to this challenge is the co-occurrence of overweight and obesity among children, leading to a malnutrition double burden. Scaling Up Nutrition in the Arab Republic of Egypt aims to inform the development of nutrition policy and guide nutrition investments over the coming years. It reviews Egypt’s nutrition situation, the interventions currently in place, and the opportunities, costs, benefits, and fiscal space implications of scaling up a set of high-impact interventions to address undernutrition. The book, a collaborative effort between the World Bank and UNICEF, is targeted at all those involved in developing and implementing nutrition interventions in Egypt and beyond.
