Book excerpt: This Caribbean Billfish Management and Conservation Plan was created to reverse the trend of declining stocks of billfish species within the Western Central Atlantic Ocean and its adjacent seas, and address unsustainable fishing practices. Its objective is to outline and guide the implementation of a suite of billfish management measures over a five-year period at regional and sub-regional scales to help secure the potential future benefits that can accrue from billfish stocks in the Caribbean. The overarching goal is to improve the management and conservation of billfish stocks. Among other objectives, the plan seeks to improve billfish catch, data collection and reporting; reduce bycatch, discards and overall fishing mortality; improve regional governance and coordination; and enhance the sustainable socio-economic performance of fisheries capturing billfishes in the area. The Members of the Western Central Atlantic Fishery Commission (WECAFC), Caribbean Regional Fisheries Mechanism (CRFM), Central America Organization for Fishery and Aquaculture (OSPESCA) and the Caribbean Fisheries Management Council (CFMC) developed this plan together during the period 2015-2018, through the Recreational Fisheries Working Group, and in close collaboration with all key stakeholders in the Consortium on Billfish Management and Conservation (CBMC). The plan recognizes the mandate of the International Commission for the Conservation of Atlantic Tunas (ICCAT) over billfish stocks, and supports the implementation of the ICCAT recommendations in the region.

Book excerpt: "It is widely recognized that the development of aquaculture in the Wider Caribbean region is inhibited, in part, by the lack of technical expertise, infrastructure, capital investment and human resources. Furthermore, seed supply for native species relies, for the most part, on natural collection, subject to natural population abundance with wide yearly variations. This situation has led to the current trend of culturing more readily available exotic species, but with a potentially undesirable impact on the natural environment. The centralizing of resources available in the region into a shared facility has been recommended by several expert meetings over the past 20 years. The establishment of a regional hatchery facility, supporting sustainable aquaculture through the seed production of native molluscan species was discussed at the FAO workshop "Regional shellfish hatchery: A feasibility study" held in New Kingston, Jamaica, in October 2010, by representatives of Caribbean governments and experts in the field. Molluscan species are particularly targeted due to their culture potential in terms of known techniques, simple grow-out technology and low impact on surrounding environment. It is proposed that a regional molluscan hatchery would produce seed for sale and distribution to grow-out operations in the region as well as provide technical support for the research on new species. The current document summarizes the findings of the workshop and outlines four follow-up recommendations on steps required for the successful implementation of a regional facility. The positive response of participating Caribbean governments demonstrates the current political will for sustainable aquaculture growth in the region, supported by several national plans including the Caribbean Regional Fisheries Mechanism Strategic Plan"--Page 4 of cover.

Book excerpt: This document reviews the development of the aquaculture industry in the Latin America and the Caribbean region over the past decade. In 2018 aquaculture production in the region amounted to an estimated 3.1 million tonnes of aquatic products (excluding seaweeds) worth USD 17.2 billion at first sale. This food sector is vastly concentrated in a few countries with the combined output from Brazil, Chile, Colombia, Ecuador and Mexico representing over 85 percent of the total regional production. Atlantic salmon, rainbow trout, tilapia, whiteleg shrimp and the Chilean mussel collectively contributed 80.4 percent and 85.9 percent of the regional production by volume and value, respectively. Marine aquaculture has been the dominant production environment in the region for the past two decades, accounting for 70.1 percent of the farmed output in 2018. Production models vary widely, with a concentration of large-scale companies in Chile, while primarily small- and/or medium-size operations in Brazil, Peru and several other countries. Introduced species remain top on the list among those farmed such as tilapia and the different salmonids both of which have contributed to local livelihoods and employment. Tilapia farming has contributed significantly to food security in many countries of the region while the largest proportion of farmed salmons have been destined to the export markets. Production prospects remain promising, however the industry requires in general better governance, the adoption at all levels of appropriate technologies and best practices, and renewed efforts to guarantee environmental sustainability and social acceptance as well as competitiveness and foresight to deal with climate and market changes. The small island developing states (SIDS) face additional challenges including limited expertise, high production costs, poor seed supplies, as well as extreme and destructive weather events. The report discusses issues that require wider regional attention for the aquaculture sector to grow. Key recommendations focus on governance-related improvements highlighting the need for solid sectoral development plans, support policies, and effective rules and regulations. The promotion of a stronger cooperation among the countries in the region as well as further afield on technical matters, species diversification and equal support to smalland large-scale farming operation are identified as key elements to foster investment and help the region gain a solid position among world aquatic food producers.

Book excerpt: This book has its genesis in materials collected in the Hestern Central Atlantic region in preparation for a regional seminar on the Changing Law of the Sea and its Implications for Fisheries in the Hestern Atlantic. The Seminar, which was organised by the Food and Agriculture Organisation of the UN and funded by the Norwegian government, was held in Havana, Cuba, 1980. Most of the materials were gathered by the authors as a result of direct contact with the fisheries authorities of the region, and supplemented where possible by information obtained from public sources for the remaining countries not visited. Twenty seven countries in the region were visited, and the authors were able to obtain materials much of which is not readily accessible except in the individual countries. In writing this book, the authors have become indebted to many people for their advice and assistance. Book excerpt: The Blue Economy is emerging on the global scene as a powerful and persuasive new concept for sustainable development based on economic activities associated with the ocean. Several regions globally have adopted this concept at national and regional levels, including the Caribbean. Given the complex, multisectoral and multilevel nature of the Blue Economy, it is clear that different approaches will be needed for different regions. Hence, this volume explores the opportunities, threats and risks involved in operationalising the Blue Economy in the Wider Caribbean Region, defined as northern Brazil to the USA and all mainland and island countries and territories in-between. The first part of the book looks at where the region stands in the global picture regarding adoption of the Blue Economy and what is planned. The second set of chapters examines key crosscutting issues such as ecosystem services, climate change and governance at national and regional levels that could make or break the Blue Economy initiative. The book then goes on to explore the main sectoral activities that will constitute the Blue Economies in the region: fisheries, tourism, shipping and transport, renewable energy, oil and gas, seabed mining and waste management are all considered. The book ends with a synthesis of the political and technical requirements to overcome threats and take advantage of opportunities in the Blue Economy.
