Book excerpt: The African Peer Review Mechanism (APRM) is a voluntary scheme established in 2003 to improve member states' governance collectively and individually through following best practices and examples set by others. To date 33 African states have signed up, 17 of which have completed their first review. Signatory states undertake to be reviewed internally and externally. Those two reviews are combined into one report and the country then begins to implement its National Programme of Action (NPoA). In general, country reports succeed in pointing out successes and failures and provide a thorough assessment of the state of governance. Although the APRM is innovative and potentially headline-generating, it has so far failed to attract significant media coverage. It is aimed at improving their lives but most of the people of Africa do not know about it. This paper examines four factors that could account for the lack of APRM media coverage. They are, respectively, the unsatisfactory way reports are "packaged" for the media; whether the technicalities of the APRM are explained and understood; inadequate attempts to reach the media by APRM structures; and an APRM process that until recently excluded questions on the media from its self-assessment questionnaire. A fundamental flaw is that the APRM process gives little attention to issues of media freedom, reforms in relevant legislation and access to information. The paper includes case studies that draw on the experience of the Africa Governance Monitoring and Advocacy Project and the South African Institute of International Affairs. Recommendations are offered on how media coverage of the APRM can be improved.

Newspapers, radio and television channels are frequently tasked with popularising this novel but complex process to the people. And citizens can only meaningfully participate if they know enough about what the APRM is and what it is trying to achieve. This paper asks a fundamental question: 'Can good governance exist without a free and independent media?' The author argues that Africa's premier governance and accountability tool -- the APRM -- seems to have ignored the issue. The author notes that a possible reason is that 48 of the continent's 53 countries have "insult" and criminal defamation laws which criminalise critical reporting of the conduct of public servants. In some cases, these cover only heads of state and other high-ranking officials, but in others, protection is extended to anyone working for the state. The author argues that these countries would not make the grade under "good governance" if required to show that their media functioned freely. This paper looks at the way freedom of expression issues were covered in reports of four early APRM countries -- Ghana, Kenya, Rwanda and South Africa, and the author makes recommendations on how the APRM Self-Assessment Questionnaire could be adapted to include media issues.

And citizens can only meaningfully participate if they know enough about what the APRM is and what it is trying to achieve. This paper reflects on why the APRM failed to capture the imagination of the public and the press, and generate a national conversation. Is it a failure of the African Union and its subsidiary organisations, or of citizens who did not seize the opportunity? Or is it the fault of the media? The answer is: all of the above. The author argues that because the process was centralised in a South African government ministry, it was inevitable that the Country Self-Assessment Report (CSAR) would be overwhelmingly influenced by the government's analysis and views. The APRM slid off the radar screens of most media. Only the Sunday Times took the process seriously -- but when the paper published drafts of the Eminent Persons Panel's Final Report, which did not reflect the South African government's rosy view of the situation, the minister in charge accused the paper of "scurrilous lies, untruths, myths and reactionary propaganda." The author argues that the APRM has the potential to become an important vehicle for broad-based policy review and development, but has not gained that status because of the government's determination to dominate and drive the process (at least in South Africa). The author notes that governments are more likely to nurture a sustained interest in the process if it is more transparent and if they are less defensive. Merely denying the experience or perceptions of the public and civil society will not deliver a more comfortable reality. The author also offers tips to civil society looking to increase media coverage of their issues.

Book excerpt: The early twenty-first century witnessed remarkable attempts by Africa's political leadership to promote regional integration as a means of fast-tracking economic progress, facilitating peace and security, consolidating democratic gains, and promoting the general welfare of the African people. The transition of the Organization of Unity (OAU) to the African Union (AU), as well as the foisting of a new economic blueprint for the continent-the New Partnership for Africa's Development (NEPAD), combined with the growing role of the regional economic communities (RECs) in harmonizing and creating subregional norms and standards in the political and economic arena suggests a new trend towards regionalism in Africa. Indeed, in the new regional integration architecture, the RECs are considered to be the building blocks of the integration process led by the African Union. This new impetus of a regional development strategy was largely prompted by the slow pace of economic progress on the continent, the increasing marginalization of Africa in the global economy, and the need to create regional resources and standards that would benefit the continent in all spheres of social life. A painful realization became obvious that small micro-states in Africa sticking to their political independence and sovereignty would hardly make much progress in an increasingly globalised world. A macro-states' approach of regional integration has assumed Africa's new strategy to intervene in and integrate with a globalizing world. The current regional trend in Africa has received very little scholarly attention especially in a systematic and comprehensive way. This is due partly to the fact that the processes are currently unfolding and there is still uncertainty in the outcomes. Poor documentation and the dearth of primary materials (especially from the regional institutions) also contribute to the lack of scholarly work in this area. This study assembles the voices of some of the most seasoned African and Africanist scholars who have constantly, in one way or another, interacted with the integration process in Africa and kept abreast of the developments therein, and seeks to capture those developments in a nuanced manner in the economic, political and social spheres. The essence of this book is to analyze those processes--teasing out the issues, problems, challenges and major policy recommendations, with tentative conclusions on Africa's regional development trajectory. The book therefore fills major knowledge and policy gaps in Africa's regional development agenda.
