Book excerpt: En 2008, un programme d'acquisition des connaissances sur les eaux souterraines a été mis en œuvre dans la Province de Québec, au Canada. Ce programme, mis sur pied par le Ministère du Développement durable, de l'Environnement et de la Lutte contre les changements climatiques (MDDELCC), avait pour but d'acquérir les connaissances et les données nécessaires à la protection et à la gestion de la ressource en eau souterraine. Cependant, les acteurs régionaux de l'eau souterraine doivent être en mesure de comprendre et d'utiliser ces connaissances. L'étude a été menée sur le territoire de la région administrative de Chaudière-Appalaches (14 600 km2) afin de sonder les acteurs régionaux sur leurs capacités de gestion de la ressource en eau souterraine. Cette région avait auparavant bénéficié du programme d'acquisition des connaissances sur les eaux souterraines (PACES). Vingt-huit (28) répondants des municipalités régionales de comté, des organismes de bassins versants et des municipalités ont pris part à des entretiens semi-dirigés afin de discuter de leurs perceptions à propos de l'eau souterraine ainsi que leurs capacités de la gérer. Les résultats des entretiens démontrent que le niveau de connaissance sur les eaux souterraines a évolué depuis les dernières années. Cependant, les répondants ont clairement exprimé un besoin d'obtenir une activité de transfert des connaissances via un atlas simplifié des eaux souterraines, ainsi qu'un atelier collaboratif. De plus, les répondants ont également besoin d'une clarification sur les rôles de chacun dans la gestion et la protection de l'eau souterraine. L'atelier ACCES-CA a donc été présenté dans trois sous-régions pour démystifier les perceptions, les concepts et le vocabulaire, l'état de la ressource, les priorités régionales et la gouvernance. Les résultats de l'atelier démontrent que les différents exercices ont été utiles à la compréhension. Cependant, le thème de la gouvernance demeure un élément plus difficile à intégrer.

Book excerpt: Maillon du cycle de l'eau, l'eau souterraine est un élément clé pour le bon fonctionnement des écosystèmes. Au-delà de cette utilité naturelle, elle est essentielle à la consommation et aux diverses activités agricoles et industrielles. Au Québec, le développement des municipalités - surtout en zone rurale - est étroitement lié à l'approvisionnement en eau souterraine ; près de 70 % des municipalités du Québec dépendent de l'eau souterraine. Malgré son importance, l'eau souterraine est encore peu considérée dans la prise de décision en aménagement du territoire. Cette ressource, facilement exploitable, est très vulnérable aux activités humaines. D'ailleurs, certains cas de contamination récents témoignent de cette vulnérabilité. De plus, les impacts causés par une dégradation de sa qualité et/ou de sa quantité sont dommageables tant pour la nature que pour la santé publique. Il advient alors essentiel de mieux conserver et de mieux protéger l'eau souterraine. Ce projet propose une méthodologie visant à élaborer un outil d'aide à la décision qui répond à ces lacunes : le Guide d'Aménagement et de Gestion de l'Eau Souterraine (GAGES). Basé sur la méthode d'analyse multicritère MACBETH, il a été possible d'identifier un aquifère prioritaire à protéger et de développer un plan de gestion de l'eau souterraine en définissant des actions permettant de protéger et de conserver cette ressource inappréciable. Ainsi, la mise en place de ce guide vient faciliter l'intégration de la gestion de l'eau souterraine dans le domaine de l'aménagement du territoire.
