Book excerpt: Cette thèse examine les conséquences des variations des taux d'intérêt sur un portefeuille de titres obligataires ou assimilés et d'instruments dérivés de taux. Dans un premier temps, la difficulté liée à la détermination des prix des titres est envisagée. Ce travail montre que la théorie des actifs contingents offre une démarche statistique très structurée dans laquelle peuvent prendre place la plupart des problèmes d'évaluation. Afin d'apporter une réponse adaptée au problème soulevé, il s'avère indispensable de connaître la structure par terme des taux courante ainsi que ses évolutions dans le temps. Dans ce but la justification théorique de la courbe des taux fait clairement ressortir le rôle prépondérant des primes de terme. Tandis que parallèlement le modèle d'équilibre général intertemporel de Cox, Ingersoll et Ross (1985) et les recherches de Heath, Jarrow et Morton (1990) apportent leur contribution essentielle à la compréhension de sa dynamique. Il est donc possible de mesurer l'ampleur du risque de taux d'une position puisque les approches proposées reposent sur des raisonnements en termes de valeurs de marché. Le problème induit par la détermination d'un portefeuille neutralisé au risque de taux est abordé dans la deuxième partie à partir de l'étude des stratégies d'immunisation et de couverture à terme. Dans ce but, le cadre théorique et conceptuel des modèles de sélection d'un portefeuille de couverture, est confronté aux caractéristiques d'un environnement de décision modelé par la présence du risque de taux. Les recherches destinées à améliorer les modèles envisagés font l'objet d'une attention spécifique. Ce travail montre, au final, comment et pourquoi les stratégies de couverture à terme basées sur l'utilisation des modèles classiques de choix de portefeuille abordent mal cet environnement.

Book excerpt: A study of 53 countries during 1980-95 finds that financial liberalization increases the probability of a banking crisis, but less so where the institutional environment is strong. In particular, respect for the rule of law, a low level of corruption, and good contract enforcement are relevant institutional characteristics. the data also show that, after liberalization, financially repressed countries tend to have improved financial development even if they experience a banking crisis. This is not true for financially restrained countries. This paper’s results support a cautious approach to financial liberalization where institutions are weak, even if macroeconomic stabilization has been achieved.

Book excerpt: Macro-prudential policies aimed at mitigating systemic financial risks have become part of the policy toolkit in many emerging markets and some advanced countries. Their effectiveness and efficacy are not well-known, however. Using panel data regressions, we analyze how changes in balance sheets of some 2,800 banks in 48 countries over 2000–2010 respond to specific macro-prudential policies. Controlling for endogeneity, we find that measures aimed at borrowers––caps on debt-to-income and loan-to-value ratios––and at financial institutions––limits on credit growth and foreign currency lending––are effective in reducing asset growth. Countercyclical buffers are little effective through the cycle, and some measures are even counterproductive during downswings, serving to aggravate declines, consistent with the ex-ante nature of macro-prudential tools.

Book excerpt: We present evidence of a risk-taking channel of monetary policy for the U.S. banking system. We use confidential data on the internal ratings of U.S. banks on loans to businesses over the period 1997 to 2011 from the Federal Reserve’s survey of terms of business lending. We find that ex-ante risk taking by banks (as measured by the risk rating of the bank’s loan portfolio) is negatively associated with increases in short-term policy interest rates. This relationship is less pronounced for banks with relatively low capital or during periods when banks’ capital erodes, such as episodes of financial and economic distress. These results contribute to the ongoing debate on the role of monetary policy in financial stability and suggest that monetary policy has a bearing on the riskiness of banks and financial stability more generally.

For existing empirical estimates, costs exceed benefits by a substantial margin, even if monetary policy is nonneutral and permanently affects real debt. Somewhat surprisingly, less effective macroprudential policy and generally a credit boom, with resulting higher probability, severity, or duration of a crisis, increases costs of LAW more than benefits, thus further strengthening the strong case against LAW.
