Book excerpt: Ever since the twenty-first century, the Chinese government has been undertaking a series of rural-favored policies and measures to promote comprehensive development in rural China. The fundamental purpose is to accomplish integrated urban-rural development (IURD) given the ever enlarging urban-rural inequalities during the post-reform era. Considering the long time biased policies against the countryside, the paper aims to examine the institutional roles in approaching the IURD. IURD at provincial level in China is assessed by the principal component analysis of selected variables which represent the socioeconomic integration between urban and rural areas. The institutional roles in promoting IURD include three aspects: decentralization in directing local rural development; employment, social security system and material circulation system which influence the free production factor flows between urban and rural areas; education, medical treatment and culture system which influence public services between urban and rural areas. We carry out panel data analysis to investigate the relationship between institutions and IURD at provincial level in China in the period 1980-2010. The analysis also controls variables such as locational factors, population density, per capita GDP in each province. The data mainly refers to Comprehensive Statistical Data and Materials on 60 Years of New China and National Statistical Yearbooks in recent years. Research results show significant and dynamic roles of institution in promoting IURD at different time periods.

While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

Book excerpt: The integration of urban and rural areas in China in the new period is a transformation process of the social and economic structure jointly promoted by new urbanization and rural revitalization. Focusing on Northeast China from 2004 to 2019, this paper reveals the characteristics and types of coupling coordination between new urbanization and rural revitalization via a multidimensional quantitative evaluation and comparison, and puts forward a path for the promotion of the coordinated development of both sides against the background of urban-rural integration. The results reveal the following. (1) The new urbanization and rural revitalization in Northeast China are respectively affected by the separation of industries and cities and the separation of residences and industries, resulting in a low overall development level and slow development speed. Moreover, the spatial patterns of the two are different. (2) New urbanization and rural revitalization have a strong correlation but lack coordination. During the study period, the average coupling degree was found to be above 0.9, but the average coupling coordination degree was always in the primary coordination state (0.6,0.7]. The high value of coordinated development is distributed in the four central cities and the two major urban agglomerations in Northeast China. (3) New urbanization and rural revitalization exhibit the characteristics of economic, social, and spatial multi-dimensional correlation, as well as the coexistence of the allometric unsynchronization of the development process and a heterogeneous unbalanced development pattern. The correlation between new urbanization and rural revitalization in 34 prefecture-level cities in eastern China can be divided into four types: high-level coordinated synchronous development, high-level coordinated rural revitalization lagging, high-level coordinated new urbanization lagging, and low-level coordinated dual urban and rural lagging. Corresponding approaches are proposed, such as the multi-dimensional integrated development of urban and rural areas, the coordinated development of agricultural industrialization and rural multi-functionality, the promotion of urban and rural employment via the integration of industries and cities, and the coordinated promotion of urbanization and communization.
